Privacy of information is a critical issue for e-government development as lack of it negatively influences users' trust and adoption of e-government. To earn user trust government organizations need to provide reliable privacy assurance by implementing adequate information privacy protection (IPP) practices. African least developing countries (LDCs) today develop e-government, but focus is on quick technical development, and the status of IPP issues is not clear. Little research has yet studied the status of IPP practices in e-government in African LDCs. To fill this gap, we assess the status of existing IPP practices in e-government in Rwanda, using international privacy principles as an assessment baseline. We adopt a case study approach including three cases. Data were collected by interviews and a survey. The findings call into question the efficacy of existing IPP practices and their effect in ensuring egovernment service users' privacy protection in Rwanda. The study extends existing literature by providing insights related to privacy protection from an African LDC context. For practitioners in Rwanda and other LDCs, this study contributes to the protection of information privacy in e-government by providing recommendations to mitigate identified gaps.

The gap between business services and IT services becomes a major concern in services computing. As an approach for service-based IT solution, services computing systems are promised to be able to bridge the gap between these services. The implementation will require an engineering framework as a guide to building the systems. The framework needs to be evaluated to provide important feedback to the framework development. This paper outlines the evaluation of SCSE framework through an acceptance model. The study develops an acceptance model based on the experiences of a group of engineers after using the framework to build smart campus services systems. A survey involving 54 systems engineers with various engineering backgrounds was conducted to assess the experiences of the engineers in using the framework. The results of the acceptance model show that both perceived ease of use, represented by the level of agreement (υ1) and perceived usefulness, represented by the level of importance (υ2) deliver good results almost for the entire stages of the proposed framework. In addition, the user experiences of using the proposed framework are in the acceptable levels. The contribution of this paper is an enrichment of the engineering methodologies for the service-oriented system from the perspective of services computing.

Information and communication technology can make speedy changes in government processes, particularly in developing countries.in addition, there are many factors that effect on the implementation of eGovernment, because of these, this study carried out a framework to check eGovernment readiness by using the most important factors to measure eReadiness namely Technical, Organizational and Cultural. The result shows that the trust of the Internet and technology is very important to the wide-spread acceptance of eGovernment. because of that, Users need the Data and information protection must be safe from the unauthorized. Also, increasing the training and education factor will positively increase the decentralization factor. ICT infrastructure alone cannot achieve the implementation of eGovernment without a conscious policy designed to transform both the role of ICT in administration and the training and orientation of staff to imbibe innovations. it will be easier for people to be involved with new technology when all the essential things for life are covered. Computer and Internet experience impact eReadiness. public sector organizations should pay more attention to the recruitment and training of socalled big data talent or data scientists. In addition, there is a need to feel that there are benefits from requesting such a service online (perceived usefulness), on another hand, ease of use of the eGovernment website has no significant impact of eReadiness. ICT infrastructure and human capital get less weight, while indicators such as connectivity and regulations acquire more weight. This means that a country that is considered less ready in terms of ICT infrastructures and skills required to adopt eGovernment, its readiness with the new main characteristics of Cloud Computing.
