High level of population’s international mobility has become an important feature of the modern globalized world. The COVID-19 pandemic significantly affected the intensity, course and direction of global migration processes, but it did not stop them completely. But do the pandemic-related restrictions have any impact on potential mobility? This article provides the comparative analysis of labor and potential territorial population’s mobility before and during the pandemic. It is based on the results of the sociological panel survey of the unemployed population in Lviv (2013–2016, 2018–2021). Our findings show that the COVID-19 pandemic has not only reduced the share of those who had real plans to international migration but also has influenced potential territorial mobility generally. At the same time, changes in labor mobility were not statistically significant, because they were detected only in one parameter and related to the first year of the pandemic. Conducting such study in other regions or population groups would give an interesting comparative analysis. Monitoring potential mobility can be a good base for developing effective measures of migration policy.

Purpose: This paper features a case of using the potential brought in by workers from Ukraine who arrived in Poland. The paper's main objective involves assessing the evolution of Ukrainian citizens' potential by Polish employers and proposing recommendations for steps to be taken in the future by local governments and individual employers about the employment of immigrants from Ukraine to fulfill the assumptions of sustainable development. Design/Methodology/Approach: The presented article features both theoretical considerations and the results of the author's research. For these deliberations, the results of the author's research were used (in the form of a diagnostic survey) conducted between 03.2019 and 04.2020 among the citizens of Ukraine who resided in Poland. Findings: The analysis of the conducted study allows claiming that the potential of migrants from Ukraine is not fully utilized to fulfill the current needs of the Polish labor market. Practical Implications: The conclusion after analyzing the gathered theoretical and empirical material, demonstrating the need to undertake and devise an entire set of actions in order to implement the sustainable development in the operation of Polish companies and, in particular, to use the capabilities of the incoming workers. Such actions ought to be conducted both at the level of organizations, at a local level, and the level of the entire economy. Originality/Value: The conducted research may be treated as a pilot study to research the issue further.

Effective regulation of labor market and elaboration of preventive policy measures requires proper information support. Such support can be provided by the investigation of not only real but also potential migration. This article provides the authors’ complex approach to the study of a potential migration. In particular, three stages of potential migration are investigated on the basis of the results of a panel sample survey of unemployed in Lviv city, Ukraine (2013–2016, 2018-2019): migration desires, plans (decision) and preparations. Thus in 2019 the share of respondents having positive migration desires made up 56%, planning to move abroad – 26% and only 18% made some preparations for moving. Based on the results obtained during six years of study a map of migration preferences is made. So Germany, the USA and Canada are mostly chosen for permanent residence or long time migration. Poland and Germany are the most desired for temporary work. Based on the logistic regression model the impact of gender and age on decision regarding employment abroad is showed. Respondents’ estimations of their financial situation and employment opportunities in relation to their potential migration are also analyzed. Presented in the article study may be replicated in other regions and other samples may be used for survey. It would allow comparative analysis of potential migration between different groups and regions and would be helpful for policy making.
