Examining the Relationship Between Safety Management System Implementation and Safety Culture in Collegiate Flight Schools

Abstract: Safety management systems (SMS) are becoming the industry standard for safety management throughout the aviation industry. As the Federal Aviation Administration continues to mandate SMS for different segments, the assessment of an organization's safety culture becomes more important. “…The importance of the implementation of a healthy safety culture is indisputable and it is defined as "the set of enduring values and attitudes regarding safety issues, shared by every member of every level of an organization" (Piers, Mantijn and Balk 2009; p. 5). Robertson (2018) pointed out that an effective SMS can contribute to the development of a strong aviation safety culture.
