This study aimed to understand the appropriation of Permanent Health Education (PHE) by Primary Health Care (PHC) in Brazil, through an integrative review of the literature. There was a search for texts published in Portuguese, English and Spanish on PHE in PHC in Brazil, between 2007 and 2017, which addressed the concept of PHE, initiatives developed in PHC and/or perception about changes in professional practice. Twenty-seven studies were selected. The thematic content analysis identified four empirical categories: conceptions of PHE; PHE initiatives and their characteristics in the PHC; positive points and facilitators related to PHE initiatives in PHC; and fragile and difficult points. It was observed that the understanding of PHE by health professionals and managers is close to the concept of Continuing Education (CE). Among the PHE initiatives in the services were: development of technological resources; teaching-service approach; and the formation of collective spaces of meaningful learning in the daily work. However, the devaluation of PHE initiatives contributes to its non-effectiveness in PHC and the valuation of CE practices. It is considered necessary to legitimize PHE as a movement and educational policy in the scenario of PHC in Brazil, aiming at improving the quality of management and care. Health human resource training RESUMO Este estudo objetivou compreender a apropriação da Educação Permanente em Saúde (EPS) pela Atenção Primária em Saúde (APS) no Brasil, por meio de uma revisão integrativa da literatura. Buscaram-se textos publicados em português, inglês e espanhol sobre a EPS na APS no Brasil, entre 2007 e 2017, que abordassem o conceito de EPS, iniciativas desenvolvidas na APS e/ ou a percepção sobre mudanças na prática profissional. Foram selecionados 27 estudos. A análise de conteúdo temática identificou quatro categorias empíricas: concepções de EPS; iniciativas de EPS e suas características na APS; pontos positivos e facilitadores relacionados com as iniciativas de EPS na APS; e os pontos frágeis e dificultadores. Observou-se que a compreensão de EPS por profissionais de saúde e gestores aproxima-se do conceito de Educação Continuada (EC). Objective: we aimed to reflect on the Actor-Network Theory as a theoretical-methodological framework in health and nursing research.Method: reflexive study, in which principles and concepts of the Actor-Network Theory were used as a theoretical-methodological framework.Results: the Theory can be put in practice based on the mapping of controversies as its method, defined by the following movements: 1) seeking an entry door in the network; 2) identifying the spokespersons; 3) accessing the inscription devices; 4) mapping the associations between the actants. It corresponds to a set of techniques to explore and visualize polemics and controversies, observing and mapping the social debate, especially, but not exclusively, addressing technical-scientific problems. Hence, in the scope of health and nursing, more precisely in the sphere of the complex practices where the nurses and health technologies operate, the Actor-Network Theory has emerged as a relevant and noteworthy theoretical-methodological framework. Its application can contribute to the understanding of the innovations and their influences for the group, based on associations established between the actors, following their steps without fractioning their lives, without taking isolated excerpts, following what happens in a network and what is interlinked, interfering and suffering interference.Conclusion: in the belief that knowledge is a social product or effect of a network of human and non-human actors, instead of something produced by operating a privileged scientific method, the Actor-Network Theory figures as a promising theoretical-methodological framework for the controversial environments of health and nursing. RESUMO Objetivo: analisar as internações por condições sensíveis à atenção primária decorrentes das doenças cardiovasculares, correlacionando-as com o número de pessoas com hipertensão estimadas e acompanhadas e com a cobertura da Estratégia Saúde da Família nos 78 municípios de Mato Grosso do Sul, no período 2009 a 2012. Método: estudo ecológico, com análise estatística a partir da composição de agrupamentos (clusters) que foram formados, considerando as internações por condições cardiovasculares, sensíveis à atenção primária, associadas às internações gerais dos municípios e demais internações por condições sensíveis. Associações também foram estatisticamente realizadas entre a proporção de pessoas com hipertensão acompanhadas e cobertura da Estratégia Saúde da Família. Resultados: evidenciou-se associação entre cobertura da Estratégia Saúde da Família e internações decorrentes de doenças cardiovasculares. Embora tenha aumento no registro de pessoas com hipertensão cadastradas e acompanhadas. Não foi observada redução no número de internações e na mortalidade pelas causas analisadas. Conclusão: a saúde da família como estratégia de intervenção na atenção primária em geral contribuiu para a redução das internações por doenças cardiovasculares. No entanto, o baixo número de pacientes cadastrados e acompanhados indica problemas nos mecanismos de implantação da estratégia e processos de trabalho.
