The independent Learning Campus Policy is an effort made to improve the competitiveness of universities and the competitiveness of Indonesian graduates in the international world. The problems faced in Indonesian higher education are the increase in educated unemployment. The contents of the education curriculum are more academic. There is a clustering of universities by region, accreditation, legal entity status for state universities, and organizing bodies for private universities. Several private universities have encountered obstacles to innovation and have high competitiveness. In line with these problems, this research was conducted to identify the dilemma of private universities in implementing MBKM policies. This qualitative study uses a literature study, with secondary data collection and a study of government policy regulations of the independent learning campus policy. In conclusion, the Independent Learning Campus Independent Policy aims to improve the quality and competitiveness of Indonesian universities in the international world. It's just that the policy does not look at the existing conditions and is experienced by most universities, especially private universities throughout Indonesia. The expected target is a burden or difficulty for private universities in implementing the policy. Therefore, it is hoped that the government, in this case, the Ministry of Education and Culture, can apply clear and different standards or criteria for private universities in implementing MBKM policies.
