The Village Fund (VF) is a programme initiated by the Indonesian government, aiming to fund activities that contribute toward achieving the Sustainable Development Goals (SDGs) in villages. Additionally, the Village Agenda-the 18th SDG-is a government initiative that employs local wisdom to implement the SDGs. This study aims to provide a detailed understanding of the VF and its implementation strategies to achieve the SDGs based on local wisdom. We began our work by compiling a literature review from the Scopus database, using a unique combination of a systematic literature review (SLR) and the PRISMA protocol. This process yielded 168 documents, published between 2014 and 2023, from the initial search and screening results. After further refining to ensure relevance, we were left with 151 articles that were analysed using the bibliometric method with VOSviewer, identifying nine clusters of research related to VF. The next step involved a content study of 115 documents, obtained from screening manuscripts using the keywords 'VF', 'sustainability', and 'Indonesia', to explore the characteristics of VF publications in the context of SDG implementation. To suggest strategies for how VF programmes can support SDGs in villages, we utilized a supplyside approach as well as a demand-side approach. Each approach has its advantages and disadvantages, depending on the economic conditions and socio-political environment. The results of this study will provide policymakers with insights into the critical factors influencing the effectiveness of VF distribution for achieving the SDGs.

This study analyses the impact of the village fund programme as a strategic policy for developing rural areas. The dimensions of the performance of village fund management, such as the percentage of the fund transfer, the percentage of the fund usage, and the promptness of the fund transfer, are employed as explanatory variables, which are then sought to delineate their effects to Village Development Index (IDM). The time lag is taken into account to explain the phenomena as the impact on IDM presumably takes time to occur. The method used in this study is panel data regression analysis with a fixed effect model. The data studied are village funds data of 2017-2021 and the village development index data of 2020-2022 of the population of 3.026 villages in East Nusa Tenggara Province. The results suggest that the percentage of the fund transfer does not significantly affect the village development index . However, the percentage of the fund usage and the promptness of the fund transfer, both lagged by two years and three years, interestingly have significant influences on the village development index. This is strong evidence that the effect of village fund management on rural development will be seen in the next two years and three years following the transfer. AbstrakPenelitian ini menganalisis dampak dana desa sebagai suatu kebijakan strategis pemerintah dalam pembangunan desa. Dimensi kinerja pengelolaan dana desa, seperti persentase penyaluran, persentase penyerapan, dan kecepatan penyaluran yang digunakan sebagai variabel penjelas untuk diteliti pengaruhnya terhadap indeks desa membangun (IDM). Studi ini mempertimbangkan lag waktu karena dampak dana desa tersebut pada IDM diperkirakan membutuhkan beberapa periode waktu. Metode yang digunakan dalam penelitian ini adalah analisis regresi data panel dengan fixed effect model. Data yang diteliti terdiri dari dana desa tahun 2017-2021 dan IDM tahun 2020-2022 pada 3.026 desa di Provinsi Nusa Tenggara Timur. Hasil penelitian menunjukkan bahwa persentase penyaluran dana desa tidak berpengaruh signifikan terhadap IDM. The world has agreed on reducing disaster risks through Sendai Framework for Disaster Risk Reduction (SFDRR) 2015–2030. Efforts to reduce disaster risks are one way to attain Sustainable Development Goals related to "sustainable cities and communities." The first points of disaster risk reduction priorities inscribed in the SFDRR 2015–2030 incorporate disaster risk studies. While studies on natural disaster risks have been widely conducted, non-natural (manmade) disaster risk studies are relatively scant, particularly for technological failure disasters. In this paper, the author investigates the levels of technological failure disaster risks in Gresik Regency, Indonesia, one of the National Strategic Areas in East Java Province. This study employs a disaster risk analysis encompassing aspects of hazard and vulnerability through map overlays with the help of a Geographical Information System (GIS) to identify areas with risks of technological failure. Results illustrate that a high risk is predominantly spread in areas with high hazards, which is 60 m radius of the industrial area. The findings in this study may help shed light on the hazards that may arise due to technological failures that span not only around the source of hazard, i.e., the industrial areas, but also beyond them, and also conclude that the higher the disaster risk is, the higher the vulnerability of an area will be.
