The purpose of this work consists in the presentation of theoretical investigation results with regard to the problem of the management in young specialist selection for filling vacant seats under conditions of modern engineering industry on the basis of a quality metering and competence approach by means of the development of an index system of effectiveness in the realization of this process. Investigation results. The systems of analytical indices of realization efficiency are developed: a) in the process of a purposeful selection of young specialists for filling engineering seats in the system of quality management (SQM) of enterprises; b) in processes of designing and realization of basic educational programs and a process for the university SQM graduates support in the job placement. The systems are grouped into three sub-systems: absolute indices, relative indices and social-professional indices. Conclusions. The introduction of the model of quality metering -competence management in young specialist qualitative selection for filling vacant seats at enterprises allows reducing the noncorrespondence level of the professional competences system of young specialists and official requirements to their competence under conditions of production; reducing working time and amount of financing for retraining young specialists in accordance with the requirements to the competence of personnel carrying out work affecting the correspondence to the requirements to products quality of the standard of ISO 9001.

The solution of the applied problem in the numerical classification determination and identification of social objects realized on the basis of the model of the bi-subject assessment of objects with arbitrary nature is offered. On the basis of the general approach there is a developed model for the assessment of a professional competence level formation in a graduate of a university or vocational college. On the basis of graduate's progress level in subjects of an educational standard, the definition of basic quality metering and competence types of engineering personnel in an industrial enterprise and young experts' identification with them and also the selection of young specialists by an industrial enterprise manufacturing aircraft engineering products for vacant seat filling on the basis of their quality metering and competence comparison is offered. The results of investigations are obtained on the basis of principles of a system analysis, statistic and expert analytical methods and methods of simulation. The author has introduced concepts of the complete, standardized and clustered competence-diagram of a young specialist (a flat level model of the description of a young specialist's competence and clusters of competences). Quality metering and competence types of the engineering personnel of an engineering enterprise (in accordance with professional branch standards currently in force) are introduced by the author. Also concepts of generalized and shown indices of young specialist's competence allow applying a developed procedure under conditions of various kinds of engineering staff.

Health is not only an absolute and invariable life value, but also one of the most significant fundamental problems of mankind which acquired at present a wide inter-subject pattern. The societal and sociocultural factors make an impact upon the state of social-psychological health, that is, upon a stable functioning of psyche ensuring a social-psychological adaptation and a communicative effectiveness of a person. The latter ones include the peculiarities of a present-day information space. The entropy of the information space, a growing number of information sources caused a negative consequence for a human being -information overloads. The purpose of theoretical and empirical researches consists in the analysis of information overloading impact upon the social-psychological health of a contemporary man. Findings of the investigation. The information is used actively by people in professional and private spheres of vital activity; at the same time, the absence or a shortage of essential information in the majority of population causes an anxiety and concern. Information overloads caused an intellectual and emotional bankruptcy, fatigue and communicative stress, result in breaches of immediate contacts among people, make difficulties for the process of a critical comprehension of information, they result in a moral relativism. Conclusions. The decrease of negative effects of information loads is possible by means of the formation in contemporary man of information culture, a capacity to define clearly aims and methods for their achievement, ability to organize labor activity and rest in a correct way.
