The phenomenon happens more and more and it affects people's behavior which resulted to been being far from the roots of the tradition and local wisdom. It certainly raises the concerns about the erosion of values of national character, such as a culture of mutual cooperation. The Samin community in East Java with the basic principles of honesty, solidarity, and simplicity are still growing, with a simple lifestyle, hardworking, diligent prayer, fasting, and charity to others. These values into its own power deals with conflict or violence because of the philosophy that does not want to hurt others. The values that developed in Samin community could become the core values or basic values to shape the character. The character as an individual identity is the picture of quality that determines an individual to be recognized as a unique person and distinguishes from others.

This article aims to describe the interpersonal communication approach for development based on the perspective of the Hibualamo culture forthe people of Meti Village in the case of the pros and cons of tourism development on Meti Island in North Halmahera Regency. The researchmethod used is qualitative with a case study approach. Meanwhile, the data collection technique used in-depth interviews, observation anddocument study. The results of this study indicate that the existence of the Tourism Industry in this case Meti Cottage on Meti Island canincrease regional investment and maintain environmental sustainability, but it has not been able to provide economic and social benefits for localcommunities because of the pros and cons. Culturally, the interpersonal communication approach plays an important role in the level of publicacceptance of increasing investment in the tourism industry. However, the conflict between the manager of the tourist attraction and thecommunity related to empowerment and resource use has resulted in a disintegration of interests for sustainable tourism.

The Scavenger profession, synonymous with garbage that is far from a healthy and clean impression. Therefore, scavengers face problems that are complex; however, as an individual, scavengers still trying to get healthy. Therefore, the purpose of this research was to determine the health-seeking behavior by scavengers. The method used is descriptive with data collection through questionnaires, interviews, and observation. As for the results include the behavior of health care, including eating nutritious food, drink plenty of water, enough rest, drinking supplements, hygiene, by sport, and sunbathing. While efforts are being made by a scavenger in the form of behavioral prevention of disease, namely: eating vegetables and fruit, lots of drinking, personal hygiene, reduce smoking, getting enough rest, keeping the environment clean, maintain the distance to the source of the disease, and drinking vitamin. As for the health seeking behavior is a mix of traditional medicine themselves, herbal medicine, go to the place of alternative medicine, buy drugs are sold freely in shops, ask and buy medicines in pharmacies, and go to the public health clinic (Puskesmas). Next, behavioral health recovery undertaken include: rest, away from the landfill, taking herbal medicine, taking medication, see your doctor and increase the consumption of foods and beverages that are nutritious
