“…Not to mention the issue of implementing the determination of Customary Forests in Kampar Regency after the Constitutional Court Decision No.35 / PUU-X / 2012 which was considered to be running slowly. Until now, there are only two customary forests in Kampar Regency that are recognized by the state, namely the customary Forest of Kenegerian Kampa and Kenegerian Imbo Putui [20]. This is due to several things, including 1) The existing regulation (Perda) does not specify the subject of the MHA; 2) Local Governments do not understand the regulations and procedures for submitting applications for customary forest determination; 3) the lack of communication between customary institution, Ninik Mamak, and the local government so that the progress of accelerating the determination of customary forests have not existed at al;, and 4) the local government's budget which is still minimal for the acceleration of customary forests [21].…”
