“…In order to achieve the objectives of the state of education becomes the main target of the government 8 , therefore through education every citizen is given the rights to be enjoyed fairly without discrimination, specifically for children implicitly affirmed in Article 31 paragraph (2) of the NRI Constitution of 1945 and Article 6 paragraph (1) of Law No. 20 of 2003 on the National Education System, that primary education becomes the main perioritas of the government and is responsible for funding it especially for citizens who are 7-15 years old connotations in the child 9 , because the child is every person who is less than 0-18 years old 10 .
