Indigenous nations and communities in the United States have rights as sovereign governments to exercise control and ownership over all data and information generated by or from the tribes, tribal members, or tribal resources. Indigenous nations exercise these rights through data ownership policies established in response to unethical research practices in research involving Indigenous communities. Most universities in the U.S. have “openness in research” policies to ensure academic freedom to publish freely, exercised by retaining university control of data. Here, we describe our study of cultural ecosystem services in the St. Louis River estuary region (Nagaajiwanaang in the language Ojibwemowin) in Duluth, Minnesota, and Superior, Wisconsin, U.S., an area that includes portions of the 1854 and 1842 Ceded Territories and reservation lands of a local band of Ojibwe (hereafter referred to as “the Band”). In this university‐led, Band‐supported study, both the university and the Band sought ownership of data collected based on their respective policies, resulting in a research delay of nearly a year. We found that open research policies that do not consider Indigenous sovereignty can hamper collaboration between university researchers and tribal nations, even when there is broad agreement on research goals and objectives. University open research policies that do not explicitly address Indigenous sovereignty fall short of the open research principles they intend to support and should be revised. Formal adoption of principles for ethical research with sovereign tribal governments by universities is needed to improve coordination and trust among university and tribal researchers and members.

<p><em>The Sultanate of Siak Sri Indrapura plays a vital role in the history of the development of Islam and Malay culture in Pekanbaru City. Pekanbaru City is a cultural-historical tourist attraction through the Malay-Islamic landscape, which can be seen from its historical heritage. The historical heritage is a Malay-Islamic cultural heritage building that still exists today. This study will explain the analysis of cultural history and its preservation management. The method used is qualitative with a Historic Urban Landscape (HUL) approach. The study's results showed 16 cultural heritage sites with varying levels of management, five sites in very well-maintained condition, three well maintained, and eight poorly maintained. Several challenges are faced: damaged buildings, incomplete historical data, regulations, and the absence of tourist programs. In addition, the distance between cultural heritage and the enthusiasm of the Malay community is a potential that needs to be optimized. The vision is to make Pekanbaru City the center of Malay-Islamic identity based on the waterfront city through the concept of preservation. The proposed preservation management is a historical tourism development program to connect cultural heritage buildings based on tourist trails that prioritize cultural and historical interpretation effectiveness and efficiency.</em></p>

In order to promote the integrated development of culture and the tourism industry, this paper explores the integration of traditional culture and the rural tourism industry. Firstly, a bottom-up knowledge graph construction method is designed based on the DGCN relational extraction model, Muhead-CU-FL-BE entity extraction model and Neo4j high-performance graph database. Then, based on the domain and characteristics of traditional culture and rural tourism industry integration, the knowledge graph of rural traditional culture and tourism industry integration is constructed from three aspects: line results, ontology model and description of this paper. Finally, the performance of the knowledge graph constructed in this paper is tested on the relevant dataset, and the visualization analysis of industrial integration is carried out through the constructed knowledge graph. The results show that the overall performance of the relationship extraction algorithm in this paper is around 0.7, the entity extraction algorithm has the best performance, and the overall performance is around 0.8, and the ratio of the public ancestor nodes of 5 times linking in the 5th and 6th layers is greater than 0.65. The centrality of culture and tourism industry, cultural and tourism fusion, high-quality development, culture and tourism, and industry fusion are 0.78, 0.60, 0.58, and 0.80. The centrality of the keywords is 0.78, 0.60, 0.58, and 0.80, respectively, 1.00, and the strength of the salient values of each keyword is concentrated around 1~3.
