The energy complex is an important part for the development of the economy of any country. At the same time, the Russian electricity sector is one of the most problematic. Therefore, the work considers the socio-economic aspects of the development of energy companies in the Arctic zone. To achieve this goal, the authors used systemic, structural, analytical, comparative methods. It has been established that the current technical and economic condition of the Russian electric power industry should be improved in order to develop ways to overcome it from the crisis. The paper analyzes normative acts that provide solutions to the energy problems of Russia in general and the Arctic in particular. It was determined that in the Arctic region, the priority in the construction of energy facilities based on renewable energy sources is the development of power plant construction projects using innovative technical solutions that provide minimal environmental risks and reliable operation in various climatic conditions.

Most physical laws are quantitative expressions of the philosophical laws of the conservation of matter and its properties of motion. The first law of thermodynamics (FLT) is an analytical expression of the law of conservation of motion when its shape changes. As for the second law of thermodynamics (SLT), it has not yet been clarified which property of matter does not change during the course of reversible processes and changes during the course of irreversible processes in an isolated system (IS). Hence, a large number of the SLT statements and an abundance of material to clarify these formulations. The author of the SLT is based on the “postulate of nonequilibrium”, according to which there is an objective property of matter - “nonequilibrium”, which characterizes the unequal distribution of matter and movement in space. All processes (reversible and irreversible) can proceed only in nonequilibrium systems. This leads to the only formulation of the second law of thermodynamics: when the reversible (ideal) processes occur in an isolated system, the nonequilibrium is preserved, and with the occurrence of irreversible (real) processes – decreases. When the system reaches an equilibrium state, the nonequilibrium disappears, and all processes cease. As a quantitative measure of the nonequilibrium of the system, we consider the maximum work that can be done when a nonequilibrium system transitions to an equilibrium state. The following quantities are used to calculate this work: “potential difference”, “entropy difference”, change in exergy. All these values decrease in the course of real (irreversible) processes in the isolated system and do not change in the course of reversible processes. As a result, a generalized expression of the SLT through the quantitative characteristics of the nonequilibrium of the system in the form of an inequality, which includes R. Claudius’s inequality for changing the entropy of an isolated system, is obtained.

A closed mathematical model of heat and mass transfer under the non-isothermal filtration through the organized pores of coolants with a strong dependence of dynamic viscosity on temperature with further injection into a viscous gas-dynamic flotation with the formation of liquid film and evaporation under the influence of aerodynamic heat flows has been developed. The aim of the paper is to develop the physical and mathematical basis of thermal protection with the automatic supply of coolant having a strong dependence of dynamic viscosity on temperature (by 3–5 orders of magnitude when the temperature changes by 200–2500°C). Such thermal protection system allows for operating without the mass removal that preserves the geometry of the structural elements at the intensive heating, which is very relevant. To achieve this goal, a mathematical model of the automatic coolant supply with filtration through the organized pores, injection into a high-temperature gasdynamic boundary layer with the formation of the protective liquid film and evaporation is formulated. The results with respect to the mass flow rate of the coolant, the mass evaporation rate of the formed liquid film and the temperatures of the structure which in all cases remain below the evaporation temperature of the cooler have been obtained.
