The paper is devoted to exploring the farming costs (including insurance) indicators of the agricultural enterprises in the European Union. The analysis employs the box plot methodology that provides a five-number summary for a set of data. In this paper, we analyse the evidence of interconnection between the indicators of efficiency and competitiveness and insurance costs regarding food market security. This research discusses the dynamic changes of the absolute value of farming costs (including insurance) indicators and different relative indicators derived from the original one for the agricultural enterprise holdings in the European Union for the period of 2004-2019. The results show that farming costs (including insurance) indicators of the agricultural holdings should be considered as an instrument for providing food market security. Based on these research results, we are going to further explore the impact of insurance on the food market security. In addition, these research results could help to clarify the difference between EU countries and dynamic changes in farming costs (including insurance) indicators of agricultural holdings.

The world faces unprecedented challenges in food security: global population growth, pandemics, wars and conflicts, economic cycles, and a number of other global and regional challenges require new ways to address political, technological, environmental, economic and social issues. Although global advances in food production have been impressive over the past 50 years, global inequalities in food rights (people's ability to access food and access to productive resources) remain one of the biggest obstacles to achieving food security for all. It is obvious that it is necessary to identify the determinants of food capacity building in order to develop appropriate measures and policies to eliminate their negative impact on food security at the regional, national and global levels. In order to identify the determinants of food capacity building, a study of current trends in food security was conducted, which resulted in the following: the post-Soviet countries are divided into two groups according to their vision of food security -food self-sufficiency and value-oriented countries. FAO policies; The main economic areas of food potential in the post-Soviet countries are concentrated in four areasmodernization of agriculture, trade interventions, food price regulation, inventory management, which identified the main forms and methods of food security in the post-Soviet countries; The results of the implementation of food policy measures in the post-Soviet countries show a significant role in reducing poverty of general economic growth, the main beneficiary of which is the poor, while the focus was not on caloric intake, but to improve its quality. Розглянуто та систематизовано наукові напрацювання щодо визначення поняття продовольчої безпеки. Встановлено, що забезпечення населення продовольчою безпекою -пріоритет державної політики будьякої країни і об'єкт наукових досліджень. Окреслено ключові загрози продовольчої безпеки України. Сучасні надзвичайно складні реалії та функціонування економіки України в умовах воєнного стану, зокрема її аграрної складової, потребують розроблення кардинально відмінних підходів щодо можливих напрямів та шляхів реалізації ресурсного й економічного потенціалів аграрного сектору в час війни. Війна продемонструвала вразливість національних та глобальних продовольчих систем від антропогенних (вплив збройних конфліктів), економічних (зростання світових цін на продовольство) та природних чинників (збільшення впливу неврожаїв унаслідок порушення глобальних поставок продовольства). Крім того, війна призведе до скорочення продовольчого забезпечення у багатьох країнах. Близько третини українських полів залишаються непридатними для посіву через бойові дії. Відтак продовження війни спричинить глибокі економічні потрясіння, які позначаться на ліквідності агровиробників, зростанні світового попиту на сільськогосподарську продукцію, скороченні продовольчого забезпечення у багатьох країнах, зростанні продовольчих цін та прискоренні інфляції. Війна вимагає швидких дій реагування, що супроводжуються відсіччю збройної агресії та підтримки економіки. Правила регулювання земельних відносин мирного часу, коли процедури надання земельних ділянок тривають місяцями, в умовах воєнного стану засвідчують свою недієздатність та непристосованість до нових реалій. Тому виконання багатьох завдань функціонування економіки України у воєнний період, зокрема ведення сільського господарства, прямо залежить від швидкості ухвалення управлінських рішень щодо надання земельних ділянок відповідного цільового призначення, проведення землеустрою та реєстрації прав на землю. The scientific works on the concept of food security are considered and systematized. It is determined that food security of population is the priority of each state policy of any country as well as the object of scientific research. The key threats to Ukraine's food security are studied in the work. Modern extremely complex realities and functioning of Ukraine's economy in martial law, in particular its agrarian component, require development of crucially different approaches to possible directions and ways to achieve the resource and economic potential of the agricultural sector during the war.
