Infrastructure Interdependencies: Opportunities from Complexity

Abstract: Infrastructure networks such as those for energy, transportation and telecommunication perform key functions for society. Although such systems have largely been developed and managed in isolation, infrastructure now functions as a 'system of systems', exhibiting complex interdependencies that can leave critical functions vulnerable to cascade failure. Consequently, research efforts and management strategies have focused on risks and negative aspects of complexity. This paper explores how interdependencies can… Show more

“…The technological complexity inherent in DT poses significant challenges in implementation, data integration and end-user experience (Benyon, 2019;Bharadiya, 2023;Grafius et al, 2020). These challenges not only represent obstacles but also opportunities for developing innovative solutions.…”

“…A system level is used in the field of critical infrastructure to study how interdependencies between infrastructures affect functionalities in case of failure, often within one sector (e.g., water, or telecommunication) (Rinaldi, 2004). Scholars using a 'System of systems' approach, explicitly look at different sectors simultaneously, for example, when studying (possible) synergies and conflicts between transport, water, and power infrastructures (Grafius et al, 2020).…”

“…Future global developments and challenges such as climate change and urbanization demand significant investments in infrastructure in the upcoming decades. Infrastructure systems are interconnected and function as systems-of-systems (Grafius et al 2020). Because these infrastructure interdependencies are the sources of risks, uncertainties, and opportunities (Hiteva and Watson 2019), it is necessary to consider them in investment decisions.…”

“…aversion perspective, has been largely neglected (Grafius et al 2020). One of the few examples is the study by Hall et al (2016b), who propose a system-of-systems approach to assess the effect of longterm national development strategies on interdependent infrastructures.…”
