The effectiveness of the development of the agricultural sector of the economy directly affects the socio-economic development of the country, rural areas. Among the factors of sustainable development of agricultural production, a special place has recently been given to state support. It allows not only to increase the efficiency of agricultural enterprises, but also contributes to the development of rural settlements and employment in them. Therefore, research in the field of integrated development of rural areas is currently relevant for many regions. The purpose of the study is to study the development trends of the agricultural sector of the economy as the basis for the development of rural areas, to identify problems that hinder this development. In the course of the study, various methods were used to study processes and phenomena in the field of organizational and economic relations: analysis and synthesis, systematic and logical approaches to studying trends in the development of the agricultural sector of the economy, the integrated development of rural areas, graphical interpretation of theoretical information and empirical data. As a result, shortcomings in the mechanism for implementing the state program for the development of rural areas were identified, and corrective measures for this mechanism were proposed.

Inovasi daerah merupakan salah satu faktor yang dapat mendorong kemajuan suatu daerah. Pemerintah telah menetapkan beberapa kebijakan yang mengamanatkan inovasi daerah. Implementasi kebijakan inovasi daerah menjadi penentu kesuksesan atau kegagalan inovasi di daerah, sehingga dirasa penting untuk melakukan Studi Implementasi kebijakan Inovasi Daerah. Penelitian ini bertujuan untuk mengetahui kinerja implementasi kebijakan, dan menggali faktor yang mempengaruhi kinerja kebijakan inovasi daerah. Desain penelitian dipilih studi kualitatif yang dilakukan di Provinsi Sumatera Selatan. Teknis pengumpulan data dilakukan melalui wawancara mendalam pada 47 Informan kunci dan telaah dokumen. Analisis data dilakukan secara deskriptif, induktif, dan analisis konten. Hasil penelitian menunjukkan bahwa kinerja implemetasi kebijakan inovasi daerah Provinsi Sumatera Selatan tahun 2022 sangat baik dengan skor Indeks Inovasi daerah (79,47), provinsi terbaik secara Nasional. Kinerja Kebijakan tersebut dipengaruhi oleh perilaku pelaksana, sikap pelaksana, karakteristik organisasi, komunikasi antarorganisasi, kondisi sosial, ekonomi, dan politik, sumber daya, dan pemahaman terhadap standar dan sasaran kebijakan. Variabel perilaku pelaksana merupakan temuan khusus dalam penelitian ini yang memperkaya Teori Imlementasi Kebijakan Van Meter Van Horn. Disimpulkan bahwa diperlukan komitmen kepala daerah dan perilaku positif dari seluruh jajaran dalam mengimplementasikan kebijakan inovasi daerah untuk meningkatkan indeks inovasi daerah.

In recent years, China’s agriculture-oriented characteristic towns (AOCTs) have developed rapidly. However, the development of AOCTs in different regions varies. Having examined 131 AOCTs in China, this paper constructs a comprehensive evaluation system for the sustainable development of AOCTs and applies a sub-constraint evaluation model to study the performance of AOCTs. The main findings are as follows. (1) The most important dimension for the sustainable development of AOCTs is “social development”, which implies that in order to build AOCTs, the government should pay attention to social development in rural areas, especially improving medical services and public service. (2) Under the dimension of “social development”, the three most important factors are the unemployment rate, per capita consumption expenditures of rural households, and per capita consumption expenditures of urban households. This implies that we must adhere to the policy for ensuring rural employment and encourage the development of local enterprises in order to provide more jobs and change their existing consumption structure. (3) Among the four main economic zones in China, the eastern region has the most advantageous factors, and the western region has the least; furthermore, regarding the disadvantaged factors, the western region has the most and the eastern region the least. This shows that AOCTs in different regions should determine their respective advantages and disadvantages, match resources accordingly, and formulate their own development strategy, which could also contribute to decreasing the gap between the eastern and western regions. Hence, the results of this study not only clearly point out the important factors for the sustainable development of AOCTs but also make them detailed and specific in order to provide the government with targeted and highly operable suggestions.
