Intellectualization of professional and pedagogical activity based on the integration of pedagogical and digital technologies

Introduction. A key barrier in the period of economy digitalization is the lack of qualified personnel having necessary competencies for the development, implementation and the use of digital technologies. The authors analyze the current stage of digital transformation of the Russian economy and that of foreign countries, the role of universities in this process, considering in close connection the concepts of information policy and the strategy of digital transformation of the university; they propose approaches to form the university policy in the field of information technologies in order to develop digital skills of human resources. The purpose of the study is to identify the ways to effectively integrate universities into the process of digital transformation of the regional economy and social sphere. Materials and Methods. To study the problem, research and survey results on the subject of the study were selected, as well as key legal acts and documents defining and regulating the processes of digital economy transformation in Russia. In the course of the research, the method of analysis was used: to compare the indicators of citizens’ digital literacy during the digital economy transformation; to determine and summarize measures of state and regional policy in the field of education, the role and experience of universities’ participation in the process of overcoming the barriers to the digital transformation of the economy and the social sphere. Results. As a result of the study, the barriers to the digital economy transformation were identified, among which the problem of personnel shortage and, as a result, personnel training is the leading one. The authors conclude that the effectiveness of the university’s information technology policy can become an indicator of the university’s readiness for digital transformation. Discussion and Conclusion. The results obtained relate to changes in both the internal educational environment and changes in the content and format of education; they contribute to the development of the training system of highly qualified personnel for the national digital economy, strategic planning of regional development, educational management. The materials of the article can be useful to the heads of educational institutions of higher education when forming the digital transformation strategy in the aspect of three missions: educational, scientific, educative.

Рассматриваются некоторые факторы реализации национального проекта, имеющего колоссальное значение для государства и для каждого человека, так как это связано с формированием человеческого капитала в новой реальности современного развития общества, где важнейшими компетенциями выступают способность неординарно и креативно мыслить, умение логически выстроить цепочку аргументированных доказательств, умение работать в команде и слышать мнение других и их анализировать.Проект охватывает практически все стороны образовательного процесса, но претерпел изменения, которые, с нашей точки зрения, не являются оптимальными, так как один из проектов в рамках общего проекта наиболее важен, он касается непосредственно самого близкого окружения ученика – это педагог, который является базисом образовательного процесса и должен иметь отдельный проект с понятными и адекватными целями, задачами и финансовой оценкой труда педагога. Важнейшей нерешенной проблемой остается проблема дальнейшего содержания, ремонта, обновления оборудования, которое должно уложиться в рамки муниципального задания, что довольно сложно сделать при актуальном алгоритме формирования заданий. Необходимо обеспечение парадигмы места и роли преподавателя в образовательном процессе как базисного элемента системы образования, непременного фактора формирования человеческого капитала для развития экономики в целом. The article considers the issue of implementing a national project that is of enormous importance for the state and for every person, as it is associated with the formation of human capital in the new reality of modern development of society, where the most important competencies are the ability to think unconventionally and creatively, the ability to logically build a chain of reasoned evidence, the ability to work in a team and hear the opinions of others and analyze them. The project covers almost all aspects of the educational process, but has undergone changes that, from our point of view, are not optimal, since one of the projects within the overall project is the most important, since it directly concerns the closest environment of the student-this is a teacher who, from our point of view, is the basis of the educational process and should have a separate project with clear and adequate goals, tasks and financial assessment of the teacher’s work The most important unsolved problem remains the problem of further maintenance, repair, and updating of equipment, which should now fit into the framework of the municipal task, which is quite difficult to do with the current algorithm for generating tasks. We consider it necessary to ensure the paradigm of the teacher’s place and role in the educational process as a basic element of the education system, an indispensable factor in the formation of human capital for the development of the economy as a whole.
