Modalities of Cooperation and Policy Transfer: The Case of the European Programme for Social Cohesion in Latin America—EUROsociAL II

“…Since 2000, and as a reaction to the emergence and position of new donors, the Aid Effectiveness Agenda has adopted some key elements of this cooperation, such as horizontality (Morasso and Lamas 2020;Xalma and Rivero 2020). Accordingly, as southern countries define SSC, a new SSC narrative has been constructed (Bry 2017;Ayala 2018) based on the principles of equity, non-intervention and solidarity among countries, non-conditionality, ownership and mutual benefit (Bry 2017, p. 161), with a focus on SSC as a particularly effective cooperation model in that the close positions between donors and recipients facilitate and enhance the impact of actions (Santander 2011).…”

“…In addition to this technical dimension, however, there are two additional dimensions to be taken into account in the conception of SSC. First, in its most remote origins, the motivation for horizontal cooperation would not have had a technical but an economic motive (Bry 2017;Ayllón 2013;Morasso and Lamas 2020). In the words of Domínguez (2019, p. 19), "SSC had its dominant point in economics, while the technical was simply an integrated component of financial cooperation, which was in the DNA of SSC from its inception in Bandung and its flowering in the 1970s".…”
