The goals are the important sign to figure out whether the IT project is success or not. Strategic goal makes sure the necessity of IT project and its functionality goals and controlling goals. This paper analyses the meaning of the goals of IT project, researches the composition of the goal system of IT project, and analyses the relations among the goals. The goals system of IT project includes the strategic goal, the functional goal and the controlling goal. Based on the above, the strategic goal, the functionality goal and the controlling goal of the IT project are researched seriously.

O gerenciamento de projetos é amplamente utilizado em organizações para desenvolvimento de sistemas de informação que atendam suas necessidades para alcance de objetivos. O gerenciamento de escopo é uma das áreas de conhecimento do gerenciamento de projetos, sendo de extrema importância para definir os objetivos do projeto e interagir com os clientes durante toda a existência do projeto. Os processos para gerenciamento de escopo podem ser divididos em processos de planejamento, execução e controle, sendo que cada um destes grupos e seus respectivos processos possuem certo grau de influência em relação aos resultados dos projetos. Analisar a influência dos processos de planejamento do gerenciamento de escopo em resultados relacionados a custo e prazo de projetos pode trazer grande esclarecimento quanto ao quanto o enfoque na área de conhecimento do gerenciamento de escopo quando do gerenciamento de projetos pode acarretar de sucesso para o projeto como um todo.

Abstract-The main purpose of this thesis was to analyze the risk of engineering project of Yunnan enterprises in Sri Lanka.Since the end of civil war, the backward traffic conditions, weak electrical infrastructure and lacking housing supply were severely restricting the development of the economy and society in Sri Lankan. In order to expand the market in Sri Lanka, the development of Yunnan enterprises' international project contracting in Sri Lanka is an important gap to open South Asia market. Chinese government can make use of regional advantages of Yunnan province, so Yunnan province can actively integrate into the"One Belt, One Road" strategy, continually innovate foreign economic cooperation, give full play to Yunnan location and channel advantages, steadily push forward the western region to carry out the strategy of "going out". Therefore, in order to gain a firm foothold in Sri Lanka engineering contracting market, Yunnan enterprises will encounter a variety of risks inevitably.
