Conventionally the social construction of a gender equality society can increase awareness of education in a patriarchal culture in Indonesia. The construction of gender equality and gender justice is carried out by people who have concerns about the role and work of women in particular and society in education. Top-down affirmations are carried out in various actions and gender equality movements. Women are the object of the equality movement to raise awareness and gender justice in the field of education. Along with the development of the times and in the era of digitalization as it is today, it can transform the paradigm of women's thinking. They actively participate in development through education. Although through various challenges and obstacles due to being in a patriarchal culture, the level of women is lower than men. This paper shows Gender Equality in Patriarchal Education and Culture, real theoretical challenges in improving gender equality, efforts to raise women's awareness of the importance of education, and the implementation of gender equality in education in the social context of society. This paper suggests the need for access and opportunity for women and public policies that are gender bias-oriented, involving women's participation and providing equitable benefits for women.

Constitutional rights in midwifery need to be upheld through judicial review in the Constitutional Court to materially test the conflicting articles, so that it can be decided in a final and binding manner on the basis of the judge's consideration.…”

Legal protection of human rights (HAM) is sought to avoid discriminatory acts, especially the midwifery sector as the fulfillment of basic rights inherent and protected by the constitution as stipulated in article 27 paragraph (2) of the 1945 Constitution of the Republic of Indonesia which states that every citizen has the right to work and a decent living for humanity. Thus violating the right to obtain work between men and women is a violation of human rights. However, Law Number 4 of 2019 Concerning Midwifery contains elements of discrimination in the midwifery profession, where men cannot become midwives, only limited to becoming obstetricians. Meanwhile, women have the freedom to choose to become midwives or obstetricians. The discrimination contained in the Midwifery Law needs to be analyzed from the perspective of the 1945 Constitution, as well as comparing regulations with the Netherlands to be able to describe the problem in depth. This research uses a normative-empirical legal method, which is a research method that will be studied combining 2 elements, namely normative legal elements and empirical legal elements. Normative law is based on literature data such as books in legal science literature, doctrines or expert opinions, scientific papers, articles, and journals, legislation and internet pages related to the problems in this study with author that can be accounted for. Empirical law is carried out based on field data as the main data source, which is generated through interviews with several informants related to the problems in this study. The results show that the formation of Law Number 4 of 2019 concerning Midwifery is considered contrary to some of the contents of the articles contained in the 1945 Constitution of the Republic of Indonesia, and the development of midwifery regulations in Indonesia needs to follow the example of the Netherlands by continuing to make men able to work as midwives, provided that the patient's consent is obtained.

The issue of gender equality is an important study in international relations. In Indonesia itself, the issue of gender equality is still rife. Rancangan Undang-Undang Kesetaraan dan Keadilan Gender (RUU KKG) is an initial draft of the government's efforts to enforce gender equality and justice in Indonesia, and this draft law still requires input from the public. RUU KKG has received various responses from the public, ranging from supportive responses to responses against the bill. RUU KKG has urgency considering that in Indonesia there are still frequent acts of gender discrimination, especially against women. This study aims to provide information about the polemics that occur in the Draft Law on Gender Equality and Justice in Indonesia. This study uses a qualitative method in the form of descriptive analysis techniques. The analysis of this research uses a conceptual approach. The result of this research is that information was found regarding the presence of the RUU KKG in Indonesia which later reaped many pros and cons and became a polemic. The polemic of RUU KKG was then based on those who said they were pro on the grounds of the positive influence brought by the RUU KKG and those who were against it, especially the Muslim group, on the grounds that there were articles in RUU KKG that contradicted religion. This polemic of the RUU KKG certainly requires an integrative negotiation effort to find a resolution that can be agreed upon by various parties.
