Kinerja Dan Respon Industri Atas Pemberlakuan Sni Wajib

Abstract

ABSTRAKPenerapan SNI pada dasarnya bersifat sukarela, namun untuk keperluan melindungi kepentingan umum, keamanan negara, perkembangan ekonomi nasional, dan pelestarian fungsi lingkungan hidup, pemerintah dapat menetapkan regulasi teknis dengan memberlakukan SNI tertentu secara wajib. Untuk mendorong keberhasilan penerapan regulasi teknis ini perlu dianalisis kinerja dan respon industri terhadap peraturan pemberlakuan SNI wajib. Penelitian ini menggunakan pendekatan kuantitatif. Data primer dikumpulkan dari survei ke 14 perusahaan. Sementara data sekunder bersumber dari Badan Pusat Statistik. Hasil analisis menunjukkan kinerja industri antara tahun 2013 -2014 (sebelum dan setelah pemeberlakuan SNI wajib) mengalami perubahan dalam hal: 1) terjadi kenaikan dalam jumlah industri, barang modal tetap, nilai input dan output naik, tetapi jumlah tenaga kerja mengalami penurunan; 2) respon industri memperlihatkan tidak terdapat kesulitan untuk menerapkan SNI wajib, namun demikian masih banyak industri yang mengeluhkan biaya sertifikasi yang tinggi dan prosesnya yang lama. Walaupun ada indikasi pemberlakuan SNI meningkatkan kinerja namun penting dicermati akan faktor-faktor lain yang mempengaruhi kinerja industri antara periode 2013-2014, misalkan penurunan harga komoditas global dan dinamika harga bahan baku dalam negeri. AbstractThe application of SNI is essentially voluntary, but for the purposes of protecting the public interest, state security, national economic development, and conservation of environmental functions, the government may enact technical regulations by applying certain SNIs compulsorily. To encourage the successful implementation of this technical regulation, it is necessary to analyze the performance and the industrial response to the regulation of compulsory SNI implementation. This research uses a quantitative approach. Primary data were collected from the 14 companies survey. While the secondary data comes from the Central Bureau of Statistics. The results show that industry performance between 2013 -2014 (before and after mandatory SNI compulsory) has changed in the case of: 1) there is an increase in the number of industries, fixed capital goods, the value of inputs and output rises, but the amount of labor has decreased; 2) industry response shows that there is no difficulty to apply mandatory SNI, but still many industries complain about high certification costs and the long process. Although there are indications of SNI enforcement to improve performance, it is important to observe other factors affecting industrial performance between 2013-2014 period, such as decreasing global commodity prices and domestic raw material price dynamics.
