For Romania, as for all other ex-communist countries from Eastern Europe, the transition from the rigid centrally planned economic system to the free-market economy, fair competition based, was an amazing experience. From the academic standpoint, the economic reform was a huge research opportunity, as well as having extremely important practical consequences. Based on the case of Romania, the authors have developed an original, bi-dimensional matrix model of this transition process (Scarlat Model), emphasizing the typology of four basic economic systems. Managerial aspects are underlined-both for economic systems and transition process-as well as some stability considerations. Two features of the transition strategy are presented: the transition path and duration of the process. Special attention was paid to assessing the moment by when the economic transition ends. Analysis of the transition path-based on the theory of deterministic chaos (i. e. short-run predictability)-has led to interesting results: a comprehensive research on the evolution of the Romanian currency exchange over a period of sixteen years (1990-2005) revealed three intervals in the Romanian recent history of economic transition and confirmed the diagnostic of transition end. The general model is applied in the case of Romania and some interesting findings are presented, but it is also fully applicable to all Eastern European countries and not only Romania. The eu accessing process is a different type of transition-rigorously planned, regulated and monitored.

The collapse of the centrally planned economies in Eastern Europe has triggered complex economic reforms in all former communist countries, on their ways towards freemarket economic systems. Their economies have become real, real-scale, and real-time research laboratories. The multifaceted and difficult processes of economic transition were scientifically examined as far as transition trail, duration, transition strategy. Based on the matrix model of economic systems and economic transition, the paper is valuing the authors' previous research work in the area. The main objective is to answer to the question: when the economic transition ends (when the economic reform is completed). The authors propose several ways to determine the moment when the economic transition ends, and the duration of the process respectively. Several standpoints (political, economical, managerial) are presented. The study was completed in Romania and Slovak Republic. The research results reveal similarities as well as differences; specific issues are discussed. Assessing the end of economic transition is of top importance in the circumstances of the current global crisis. When the economic recession and transition are overlapping, then the "pendulum effect" might appear and the economic reform ends before reaching its objectives. The models of analysis and research results are important for both academics and practitioners-strategists, policy makers, and managers-not only from Romania and Slovakia or other Eastern European countries but any transitional economy.

Not long ago scholars had little access to information about the Russian regions. In Soviet times, a handful of studies had dealt with regional and local government within the Soviet state, but the lack of accessibility of the oblasti, kraia, and avtonomnye respubliki made the empirical base for such studies rather flimsy. Local newspapers, as former Sovietologists remember well, could not be exported, and a trip to Saratov or Vladivostok to interview the party bosses on the details of decision- making in the provincial party bureau was not likely to yield dividends. Our view of politics and society in the USSR, as a result, was pretty much limited to what went on within the “Garden Ring” of Moscow. Up to the end of Soviet rule, Merle Fainsod’s seminal study of provincial life in the 1930s, based on the Smolensk Party Archives captured by German troops in 1941, stood more or less alone.
