“…More generally, it seems to be accepted that public action has become a multiactor and multi-level collective action (Bache and Flinders, 2004;Duran and Thoenig, 1996). The theme of 'multi-level governance' that builds on this has therefore developed considerably, with all the ambiguities that plague the term 'governance', which is now widely bandied about (Divay and Paquin, 2013;Le Gale`s, 2010). In line with this work, the concept of governance refers, in our view, as opposed to that of the government, to 'a more flexible form of political power, and consists in the interaction of a plurality of ''governing'' actors who are not all at State level or even public' (see Le Gale`s, 2010).…”

“…It is therefore a coordination process, based on rules, institutions, practices, tools and so on. Yet, Divay and Paquin (2013) clearly highlight the relatively incomplete nature of the analysis of 'multi-level governance mechanisms', the need to reconfigure the respective roles of the different actors involved, even the necessity to explain the principles of 'metagovernance', 'understood as a normative collective reflection on collaborative arrangements between self-organised entities'.…”
