Lack of Spatial Approach in Urban Density Policies: The Case of the Master Plan of Tehran

Abstract: This paper aims to investigate the approach of density policies in the Tehran Master Plan and the consequences of ignoring the macro spatial scale in density policymaking. In this study, the floor area ratio (FAR) regulations of the Master Plan of Tehran (which are defined by specific land use zones) are used as one of the main densification tools. Then, employing the Getis–Ord Local G and geographic weighted regression (GWR) statistical tests, Arc GIS 10.3 software, and population and employment variables, th… Show more

“…Environmental restriction : Tehran is a compact city with low rate of open spaces (Ghadami et al, 2020), thus an important environmental restriction is open space shortage for development which is a constraint for decision making. In addition, GID in Tehran might not be supported because of the lack of financial resources.…”

“…Only a few attempts have been performed to date to understand other continuums of urban change, especially urban densification. Compact development is one of the most ideal urban forms in terms of land development proximity and clustering [61]. The majority of urban planners and scholars are concerned with the changing shape and size of built-up regions, rather than physical characteristics like density and open space.…”

“…The majority of urban planners and scholars are concerned with the changing shape and size of built-up regions, rather than physical characteristics like density and open space. The total number of people that can be accommodated by a developed cell, also known as urban densification, can be expressed by Compact development is one of the most ideal urban forms in terms of land development proximity and clustering [61]. The majority of urban planners and scholars are concerned with the changing shape and size of built-up regions, rather than physical characteristics like density and open space.…”

“…This is especially important in tourism destinations with high rates of spatial and land use changes. The reason is that the strong "lock-in" effects on the spatial changes are almost impossible to significantly modify the physical structure of the destinations, and in the worst case, the its modification requires huge costs and is largely irreversible [69,70].…”
