Policy instruments are a fundamental component of public policies. Policy instruments are often a result of mediation within the policy design process, whenever decision makers reshape existing instruments without introducing any real innovation. This results in imitation, layering and ambiguity in tool choice selection, and raises the theoretical problem of the logic according to which decision makers choose certain specific policy instruments rather than others. Decision makers may have different reasons for choosing certain specific instruments, although these reasons should be connected to the two main purposes of decision-making, that is, the search for effectiveness and the construction of a shared sense, a common acceptance. Thus, the choice of instruments is a question of potentially conflicting drivers that decision makers have to cope with within a specific decisional situation, when asked to solve those problems that have arisen. This paper examines this question and offers an analytical framework based on the two main factors in terms of which the selection of instruments is channelled and assessed: legitimacy and instrumentality. The boundaries created by how decision makers perceive these two dimensions mean that only four selection patterns can be chosen by decision makers: hybridization, stratification, contamination or routinization.

Geoweb methods offer an alternative to commonly used public participation methods in spatial planning. This paper discusses two such geoweb methods – geo-questionnaire and geo-discussion in the context of their initial applications within the spatial planning processes in Poland. The paper presents legal and organizational framework for the implementation of methods, provides their development details, and assesses insights gained from their deployment in the context of spatial planning in Poland. The analysed case studies encompass different spatial scales ranging from major cities in Poland (Poznań and Łódź) to suburban municipalities (Rokietnica and Swarzędz in Poznań Agglomeration). The studies have been substantiated by interviews with urban planners and local authorities on the use and value of Geoweb methods in public consultations.

The crisis generated by Covid-19 is a product of global interconnection, but its impacts are manifested locally in a differentiated manner. This text assumes precisely that local governments, as the administration closest to the citizens, are a key instrument to face the effects of this and other global risks in a more democratic and effective way, because they can provide differentiated and more adequate responses to the concrete needs of the citizens. Moreover, if decisions taken at a local level are widely participated and deliberated by the population, they are more legitimate, and this makes it easier for citizens to accept measures that restrict freedoms, such as those imposed worldwide by the public health measures taken in response to Covid-19. In line with these assumptions, in this policy paper we highlight the need to strengthen European local governments by giving them greater resources and more autonomy. Our position is consistent with the recommendations made by international bodies during the current pandemic, but it is also supported by the evidence the authors have gathered from their participation in a European research project within the H2020 program (COST Action IS 1207 LocRef). Based on the results of this research, a series of practical recommendations are proposed for the European Union and the member countries to grant increased resources and a greater degree of autonomy to local governments.
