Permanent Preservation Areas (PPAs) on hilltops are among the many areas protected by the New Forest Code in Brazil. Mapping of these involves difficult interpretation and application of the Law, as well a complex task of translating it in map algebra. This paper aims to present, in detail, a methodological model for delimitation of PPAs on hilltops, according to the Brazilian new Forest Code (NFC, Law 12,651/2012). The model was developed in Model Builder for ArcGIS 10.2, and is able to map the PPAs in any digital terrain model. However, field validations are required to verify its efficiency. There is need for legal standardization of criteria that may cause subjectivity in delimitation. The organization of these data on a large scale is very important, as example, to the Rural Environmental Registry, which provides georeferencing of all rural properties and its protected areas in Brazil. MAPEAMENTO AUTOMATIZADO DE ÁREAS DE PRESERVAÇÃO PERMANENTE EM TOPO DE MORROSRESUMO: As Áreas de Preservação Permanente em topos de morros estão entre as diversas áeras protegidas pelo novo Código Florestal (NCF) brasileiro. O mapeamento das mesmas envolve dificuldades técnicas de interpretação da Lei, bem como a complexa tarefa de traduzi-la em álgebra de mapas. O presente trabalho apresenta, em detalhe, um modelo metodológico para delimitação de APPs em topos de morros, de acordo com o NCF (Lei 12.651/2012). O modelo foi construído em ambiente Model Builder para ArcGIS 10.2 e é capaz de mapear as APPs em qualquer modelo digital de terreno. No entanto, validações em campo são necessárias para verificar a eficiência do modelo. Também, é necessária a regulamentação de critérios que causam subjetividade na delimitação. A organização desses dados em larga escala é importante, por exemplo, para o Cadastro Ambiental Rural (CAR), que prevê o georreferenciamento de todas as propriedades rurais e suas áreas protegidas, no Brasil.

-The new Brazilian Forest Code (Laws no. 12,651/2012 and no. 12,727/2012) establishes a set of rules in relation to native vegetation areas, such as Permanent Preservation Areas and 'Legal Reserve', that must be preserved by the landowner. Thus, it becomes relevant to survey these areas, as well as to assess the need for recovering them. In this context, this research aimed to propose a method for calculating the Native Vegetation Recovering Index (NVRI) for rural properties and to validate it on a case study of Porto Alegre/RS drawing on geotechnology and on a technical cadaster. The method enabled to assess the range of native vegetation and to characterize the Permanent Preservation Areas and the Legal Reserve of rural property, as well as to estimate the fraction of the area to be recovered with native vegetation in each property. In the case study, the calculated NVRI was null for 61 properties, and ranged from 0.1% to 94.0% for other 15 properties examined. For properties sized up to 01FM (one fiscal module), the NVRI was 1.3%; for those sized between 01 and 02FM, it was zero; for properties sized between 02 and 04FM, NVRI was 1.5%; and for properties above 04FM, it was 10.8%. For the total surveyed properties, the calculated NVRI showed that 9.2% of the area that should be covered with native vegetation is in need to be recovered, since it is disfigured in terms of its native flora. By enabling to assess the situation of each rural property regarding its compliance with guidelines established in the new Forest Code, the applied method becomes a supporting tool for policies on territorial and environmental management.

PALAVRAS-CHAVERapidEye Geoprocessamento Uso da terra SIG KEYWORDS RapidEye Geoprocessing Land use GIS RESUMO: As ações antrópicas sobre os recursos naturais no Brasil revelam que não está havendo cumprimento da legislação, principalmente no que se refere às áreas de preservação permanentes (APPs). O objetivo deste trabalho foi delimitar as APPs e mapear as classes de uso e cobertura da terra presentes na bacia do rio Piauitinga, no estado de Sergipe, averiguando se há conflitos de uso nas áreas de preservação. A demarcação das classes de uso e cobertura da terra ocorreu de forma manual, mediante a interpretação visual de imagens RapidEye. No mapeamento das APPs, foram utilizadas técnicas de geoprocessamento sobre as informações do relevo e a rede hidrográfica. A principal classe de uso e cobertura da terra mapeada foi a de pastagem (50,39%). Das três classes de APPs identificadas, ao longo dos cursos d'água (3,85%), lagos superficiais (0,80%) e ao redor das nascentes (0,08%), todas apresentaram conflito de uso e cobertura da terra. Pode-se afirmar que não está havendo respeito aos limites de APPs na bacia, principalmente em relação às áreas ao redor das nascentes, revelando, principalmente, conflito com a classe pastagem. ABSTRACT: The human action over the natural resources in Brazil shows us that legislation has not been accomplished, mainly when the subject is Permanent Preservation Areas (PPAs). The purpose of this work was to delimit the PPAs and to map the classes of land use and land cover present in the Piauitinga river basin, verifying the existence of land use conflicts in the PPAs. The demarcation of land use and land cover classes occurred manually, through the visual interpretation of images RaddiEye from the 2013 year. The delimitation of the PPAs proceeded based on the elevation digital model and hydrographic network information.
