Multilevel Safety Climate and Safety Performance in the Construction Industry: Development and Validation of a Top-Down Mechanism

Abstract: The character of construction projects exposes front-line workers to dangers and accidents. Safety climate has been confirmed to be a predictor of safety performance in the construction industry. This study aims to explore the underlying mechanisms of the relationship between multilevel safety climate and safety performance. An integrated model was developed to study how particular safety climate factors of one level affect those of other levels, and then affect safety performance from the top down. A question… Show more

“…In fact, as per Llory [12], a human-centered approach is needed, since "safety is, above all, behavioral and individual". In particular, the analysis of the perception of unsafe conditions and actions plays an important role for the implementation of a safety system in construction projects [13], while the augmentation of safety behavior can directly influence the safety climate and the safety performances of workers [14]. Safety climate can be intended as the workers' perception of the safety management issues implemented by the company [15], and multiple factors contribute to its improvement [16].…”

“…One stream of efforts addresses workers "not knowing" work-associated risks and aims to improve safety training [5] and teach them what to do to accomplish their job safety. Another stream of research addresses workers "not willing to perform safely" [6], which could be caused by a series of factors at the individual, group, and organizational levels [7]. Individually, "not willing to perform safely" can be considered as a decision-making process [8] and can be explained with psychological theories because they address how the mind, perceptions, and beliefs influence safety behaviour.…”

“…A positive and constructive safety climate is created when appropriate interactions between project partners and project team members are created, to support safety at the front-end of the project. Results of research conducted by Gao et al [29] show that organizational safety climate is dependent on supervisor safety climate and coworker safety climate. Additionally, they believe that "a positive safety culture should be established both at the organizational level and the group level.…”
