There is growing interest in how different forms of knowledge can strengthen policy-making in low-and middleincome country (LMIC) health systems. Additionally, health policy and systems researchers are increasingly aware of the need to design effective institutions for supporting knowledge utilisation in LMICs. To address these interwoven agendas, this scoping review uses the Arskey and O'Malley framework to review the literature on knowledge utilisation in LMIC health systems, using eight public health and social science databases. Articles that described the process for how knowledge was used in policy-making, specified the type of knowledge used, identified actors involved (individual, organisation or professional), and were set in specific LMICs were included. A total of 53 articles, from 1999 to 2016 and representing 56 countries, were identified. The majority of articles in this review presented knowledge utilisation as utilisation of research findings, and to a lesser extent routine health system data, survey data and technical advice. Most of the articles centered on domestic public sector employees and their interactions with civil society representatives, international stakeholders or academics in utilising epistemic knowledge for policy-making in LMICs. Furthermore, nearly all of the articles identified normative dimensions of institutionalisation. While there is some evidence of how different uses and institutionalisation of knowledge can strengthen health systems, the evidence on how these processes can ultimately improve health outcomes remains unclear. Further research on the ways in which knowledge can be effectively utilised and institutionalised is needed to advance the collective understanding of health systems strengthening and enhance evidence-informed policy formulation.

This finding is not surprising, as Brazil accounts for over half the investment in research and development in the Latin American region, followed by Mexico and Argentina (Becerra-Posada, Menayo, Guantal, & de Haan, 2014; RICYT, 2013). These three countries represent 90% of the investment in the entire region, and our findings of uneven productivity of articles on this topic among SsLA countries seem to be in direct relation to their investment in research and development.…”

Epidemiology of alcohol consumption and related problems in Latin American countries: Contributions of psychology

Alcohol consumption is the leading risk factor for morbi-mortality in many Latin American Countries. However, epidemiologic studies are relatively scarce. Among factors such as limited research capacity, disciplinary traditions and an emphasis on psychopathology within the field of psychology, have been postulated to account for this. The aim of this article is to review epidemiologic research on alcohol in Spanish Speaking Latin American Countries, and to measure the contribution of psychology to the field. A systematic search was performed in English and Spanish using regional and international data bases. We identified 269 articles. Most focused on consumption patterns in youth, with samples from a single school and using a variety of measures. With the exception of multinational efforts like Emergency Room Collaborative Alcohol Analysis Project or those supported by World Health Organization/Pan American Health Organization, studies reviewed reflected little cross country collaboration. Mexico accounted for most of the productivity, while many countries had very few or no articles. Most research was performed by health science researchers with a small contribution from psychology, but which increased significantly over time. The results of this review provide a broad identification of patterns regarding epidemiologic research on alcohol, and demonstrate the need for national scientific policies to promote research on public health topics.

IntroductionHealth research is an integral component in developing health systems, understanding the roots and consequences of poor health, as well as anticipating and mitigating the effects of various factors on health. Promoting and fostering an environment conducive for health research is mandatory for planning, designing and implementing research and for sharing, using and translating its findings into evidence-informed health policies and cost-effective interventions (1).Mapping studies have been attempted in Africa (2), Canada (3), Europe (4), Latin America and the Caribbean (5). Recent studies in the World Health Organization (WHO) Eastern Mediterranean Region have revealed that the performance of health systems research is weak across all sectors, including governance, finance, workforce, medical and other technology, health information and service delivery. Such studies have referred to critical deficits in stewardship and translation of research into policy and practice, and often absence of an identified research agenda based on emerging priorities (6-8). It should be emphasized that there were prior attempts for health research mapping in the Region, but such studies were not comprehensive and only involved some member states (9-11), or were of institutional (rather than national) scope (10). Thus, to plan effectively for supporting health research to address current priorities and challenges in the Region, comprehensive mapping was deemed essential.This mapping study aimed to review the scope of existing health research in the Region and identify the challenges that need to be addressed to promote health research further. More specifically, the study aimed to synthesize prior mapping attempts for health research in the Region; to provide a rationale for carrying out comprehensive situation analysis of the range of health research institutions; and to identify possible gaps in the research cycle (research question, objectives, methods, data management, report writing and knowledge translation). MethodsThe study followed a cross-sectional approach over 2 phases: the first was to synthesize prior attempts for mapping health research in the Eastern Mediterranean Region; and the second was to conduct a mapping survey of health research institutions in the Region.
