Data symmetry and asymmetry might cause difficulties in various areas including criteria weighting approaches. Preference elicitation is an integral part of the multicriteria decision-making process. Weighting approaches differ in terms of accuracy, ease of use, complexity, and theoretical foundations. When the opinions of the wider audience are needed, electronic surveys with the matrix questions consisting of the visual analogue scales (VAS) might be employed as the easily understandable data collection tool. The novel criteria weighting technique VASMA weighting (VAS Matrix for the criteria weighting) is presented in this paper. It respects the psychometric features of the VAS scales and analyzes the uncertainties caused by the survey-based preference elicitation. VASMA weighting integrates WASPAS-SVNS for the determination of the subjective weights and Shannon entropy for the calculation of the objective weights. Numerical example analyzing the importance of the criteria that affect parents’ decisions regarding the choice of the kindergarten institution was performed as the practical application. Comparison of the VASMA weighting and the direct rating (DR) methodologies was done. It revealed that VASMA weighting is able to overcome the main disadvantages of the DR technique—the high biases of the collected data and the low variation of the criteria weights.

This theoretical study analyses interpretation of quality in pre-school education with regard to the position of the children’s parents. This text is supported by research papers, mostly from the last two decades, and is based on three main sub-topics. The importance and benefits of systematic pre-school education for the child and the economic development of society is initially discussed. High-quality pre-school education for children gives them a strong start in their educational career and investment into effective education during the pre-school age provides a social and economic return to the whole of society. The following section defines the term quality and its interpretation in relation to education. Quality is interpreted through structure and process, the multi-dimensionality of quality and the objectiveness and subjectiveness of the interpretation of the quality of pre-school education are reflected. The interesting but undervalued position of parents, the perspectives of which are elaborated on in subsequent passages, appear in these concepts. This paper comes to two main conclusions. The first is that the quality of education is a multi-dimensional, variable and difficult to define concept. The second is that, although the status of parents in relation to pre-school education is strong, it is not adequately taken into consideration during definition of quality. When evaluating quality the perspective of the parents is only utilised to a limited degree, because it usually has different semantics to evaluation by experts.

Izvorni znanstveni rad Prihvaćeno: 25. siječnja 2019. U radu se prikazuje kreditna trgovina Ulcinjana u Dubrovniku u drugoj polovici XIV. stoljeća. Istraživanje je zasnovano na analizi građe iz Državnog arhiva u Dubrovniku (ser. 26 Diversa Notariae, ser. 35 Diversa Cancellariae i ser. 36 Debita Notariae) i relevantnoj povijesnoj literaturi. Jedan dio članka odnosi se na političke odnose između Ulcinja i Dubrovnika. Obrađeni kronološki, ponuđeni su podatci i činjenice o političkim zbivanjima između ove dvije komune. Osim političkih, analiziran je i utjecaj zdravstvenih prilika na razvoj i opseg kreditne trgovine. Drugi dio rada odnosi se na kreditno poslovanje Ulcinjana u Gradu sv. Vlaha. Tragom spomenute arhivske građe, prezentirali smo trgovačku karijeru i aktivnost pojedinih trgovaca. Njihove osnovne trgovačke krugove činile su njihove obitelji, rodbina, prijatelji i poznanici u obje komune. Materijalna dobit potaknula ih je na suradnju. Predstavljen je način uzimanja kredita iz godine u godinu, navedene su značajnije trgovačke obitelji, manje poznati ulcinjski pojedinci u kreditnoj trgovini i poslovanje trgovačkih društava, kojom su robom najčešće trgovali, kreditna jamstva (jamci i zalog), prokuratori, rokovi vraćanja kredita i kamatne stope. Navedena su najvažnija imena dužnika i kreditora te kolike kredite uzimaju. Analiziran je opseg i vrijednost trgovine kreditima te prikazan promet i rekonstrukcija gospodarske povijesti Ulcinja, što je uslijed neraspoloživosti građe matičnog arhiva od posebne važnosti.
