PAUD Holistik Integratif (PAUD HI) merupakan faktor penting dalam pendidikan. Faktor penghambat yang menjadi kendala dalam implementasi di Kabupaten Temanggung meliputi sosialisasi dari pemerintah setempat yang kurang intensif, pemahaman pendidik yang rendah, sarana dan prasarana, sumber dana serta peran pihak pihak terkait. Berdasarkan kondisi tersebut membutuhkan peran tenaga professional yang mendampingi lembaga untuk implementasi dengan baik yaitu dengan menugaskan tim fasilitator. Penelitian ini bertujuan untuk mengetahui peran fasilitator dalam pendampingan pelaksanaan PAUD HI di Kecamatan Ngadirejo. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus, menggunakan teknik observasi, wawancara (kepala sekolah, guru, wali murid dan fasilitator), serta dokumentasi. Keabsahan data diuji dengan triangulasi. Hasil penelitian menunjukan bahwa fasilitator mempunyai peran penting yaitu sebagai inisiator, inspirator, motivator, organisator, teladan, pembimbing, korektor dan mediator. Peran fasilitator yang dilaksanakan dalam tupoksi (edukasi, pendampingan, evaluasi, monitoring dan pelaporan) membantu pelaksanaan PAUD HI di lembaga satuan PAUD sehingga berjalan lebih baik.

This research is motivated by a large budget for PAUD operations, but in fact the service for early childhood education is relatively low, the gross enrollment rate is low at the PAUD level, and the lack of PAUD education personnel who meet teacher competency standards, there are still many PAUD teachers who come from village cadres. This study aims to analyse implementation of operational assistance policy for the implementation of early childhood education in improving quality of PAUD. This research approach is a qualitative research with case study method. Data collection techniques used are observation, interviews, and documentation. The results of this study indicate that in the preparation of the budget for the BOP carried out at the school it involves the entire school community, namely the principal, teachers, and class coordinators representing the children's parents. Evaluation activities in the PAUD BOP program are carried out routinely and scheduled for activities in schools. The obstacle in the preparation of the BOP is the decrease in the number of children so that it has an impact on the decrease in the regular BOP obtained, this affects the decrease in the budget that has been allocated for several elements of learning. The solution to overcome obstacles in the formulation of BOP PAUD policies is to seek other sources of funds to cover the lack of BOP, namely funds from the Foundation, and sort out the sources of funds for various school expenses.

This study aims to observe how the Integrative Holistic Early Childhood Development Program is implemented in ECCE units. The survey's conclusion that Bogor Regency's use of Integrative Holistic ECCE is still subpar served as the impetus for this investigation. This study uses a descriptive, qualitative research design. The PAUD unit in Bogor Regency hosted the study for three months, from March to May 2024. This study includes principals and instructors as subjects. Qualitative descriptive analysis is the data analysis method that is applied. Data reduction, data visualization, conclusion drafting, and data verification are among the stages of data analysis. Using triangulation, the data's veracity is verified. According to the study's findings, principals and teachers have a positive attitude toward PAUD HI, employ effective strategies or methods in their programs, and work together with the government, non-governmental organizations, parents, and the private sector. However, one of the main challenges in putting PAUD HI programs into practice in ECCE units is the lack of funding, facilities, and teaching staff, as well as a lack of resources for the learning environment and parent involvement. The study's conclusion The Integrative Holistic Early Childhood Development (PAUD HI) program faces a number of obstacles during implementation. To overcome these obstacles, the community, government, and educational institutions must work together well, actively involve parents, improve infrastructure and human resources, and conduct periodic evaluations.
