Empowerment Strategy of Village Community Based on Freshwater Aquaculture

Community empowerment is how to make people have the ability and independence in utilizing the existing potentials. In Banding Agung Village, Pesawaran Lampung, the abundant water resources available can be used for freshwater aquaculture activity as a strategy for empowering the community. The study aims to explore the strategies of community empowerment based on freshwater aquaculture activity, and to find out the factors inhibiting the community empowerment. This is a kind of descriptive qualitative research using case study framework. The data were collected through in-depth interviews, observation, and documentation and analyzed qualitatively employing data reduction, data display, and data verification. The findings indicated that some strategies have been implemented in empowering the community based on the freshwater aquaculture activity, consisting of building the community awareness on the importance of fish farming group (pokdakan), building institutional capacity through education, training and workshop of fish farming management, and putting group members’ knowledge and skill into practice. In the implementation of the strategies, some obstacles were found as the factors inhibiting the community empowerment, namely lack of community participation, lack of knowledge and capital, minimum assistance and counseling, and less involvement of the village government. The study recommends several alternative actions for a better implementation of the community empowerment.

Small business group Usaha Bersama is commanded by PKK mothers in Sungai Bundung Laut Village, Sungai Kunyit District, Mempawah Regency. This business group empowers women in the village in producing cloth masks and disinfectants during the Covid-19 pandemic. The production of masks and disinfectant liquids is carried out together by taking advance training from competent personnel from the village officer. This research uses a descriptive qualitative approach, with analytical data being the primary data obtained by interviews and observations. Then, secondary data is obtained through review literature sourced from online news, scientific journals and books. The findings in this study show that this Covid-19 pandemic hit society to the lower classes, therefore in doing economic resilience their families take advantage of business opportunities namely the manufacture of disinfectants and the production of cloth masks. All of their sales were made as support for the family economy during the Covid-19 pandemic. The community groups in Sungai Bundung Laut village managed to get out of the situation of fear of Covid-19 by running productivity. All of their sales were made as support for the family economy during the Covid-19 pandemic. This business group is also a means of social resilience of the community in empowering the community through small businesses. The empowering of this group relies on local social capital that builds up between communities.

The Covid-19 pandemic has a significant impact on all aspects of life, both in the fields of education, health, religion, economy, tourism, and others. In terms of education, the Covid-19 pandemic has inspired the birth of an online learning policy. The economic aspect has also stalled, due to the enactment of Large-Scale Social Restrictions (PSBB) so that various conventional economic transactions have been significantly transformed into the online system. The religious sector has also been affected by changes, due to a reduction in the capacity of places of worship. Based on the results of participant observation, it was found that changes in the life order due to the Covid-19 pandemic also occurred in Village of Sine, Sragen, Central Java. Some of the problems that arise in the community are problems in the field of education, how to overcome difficulties in implementing online learning, in the religious field, the termination of TPA (Al-Quran Education Park) and other religious activities such as recitation, while in the health sector, how the community's efforts to increase resilience during a pandemic are not yet aware of the importance of washing hands correctly and wearing masks. The most vital aspect is the economy, where most people work as traders and factory workers who are forced to stop working. In order to reduce these difficulties, community service activities were carried out that focused on several identified problems. Among the activities that have been carried out are learning assistance to children, organizing TPA for children, organizing socialization on preventing the spread of Covid-19 and providing entrepreneurial motivation for people affected by Covid-19. For the implementation of this community service activity, the residents of Sine Village feel very helped, and hope that it will be sustainable.
