This research aims to produce a product development. The module developed is a combination curriculume module (K-13 and merdeka) because it is an accordance with a orientation of the two curricula and provisions set. The methode applied in this research is research and development (RnD) besed on the Rowntree model. The result of this research are the development of teaching modules. The teaching module developed is in the form of printed modules for pendidikan Pancasila dan kewarganegaraan subjects in class 1 MI. The development process goes through three stages of the Rowntree model, namely: 1) the planning stage (planning) the researhers studies and analyzes starting from the perspective of the basic curriculum and teaching module and analyzing the need of teaching modules from the two curricula provided by kemenag; 2) at the writing preparation stage, the developer combines and develops modules from the two curricula (merdeka and k-13); 3) at the writingband rewriting implementation stage, the developer combines the two modules by implementing, adjusting, compiling and presenting them in a draft from that has been determined by the developer and includes evaluation materialThis research aims to produce a product development. Penelitian ini dilaksanakan berdasarkan permasalahan belum mampunya guru dalam mengembangkan media pembelajaran yang kreatif dan inovatif untuk proses pembelajaran sehingga hasil belajar IPAS siswa menjadi kurang optimal. Penelitian ini bertujuan mengembangkan media pembelajaran E-Book interaktif berbasis Problem Based Learning pada siswa kelas IV SD Negeri 4 Gianyar. Jenis penelitian ini merupakan penelitian pengembangan dengan model ADDIE. Populasi penelitian ini adalah seluruh siswa kelas IV SD Negeri 4 Gianyar. Sedangkan sampel dalam penelitian ini terdiri dari 3 siswa untuk uji coba perorangan, 9 siswa untuk uji kelompok kecil, dan 30 siswa untuk uji coba lapangan. Hasil rancang bangun dari review ahli memperoleh kualifikasi sangat baik (90%). Hasil uji kelayakan review ahli isi pembelajaran diperoleh kualifikasi sangat baik (91,1%), hasil review ahli desain pembelajaran diperoleh kualifikasi sangat baik (93,18%), hasil review ahli media pembelajaran diperoleh kualifikasi sangat baik (92,39%), hasil uji perorangan diperoleh kualifikasi sangat baik (96,93%), hasil uji kelompok kecil diperoleh kualifikasi sangat baik (95,71%), hasil uji lapangan diperoleh kualifikasi sangat baik (95,76%). Uji efektivitas memperoleh thitung sebesar 7,213. Dengan demikian, E-Book interaktif berbasis Problem Based Learning materi sejarah kerajaan di Nusantara pada mata pelajaran IPAS kelas IV Sekolah Dasar sangat layak dan efektif diterapkan dalam proses pembelajaran. Melalui penelitian ini, diharapkan guru mampu menerapkan model pembelajaran inovatif dengan menggunakan E-Book interaktif berbasis Problem Based Learning.

Bahan ajar bagian penting untuk menunjang proses pembelajaran. Indonesia mempunyai kearifan lokal yang beragam contohnya tradisi kehidupan nelayan, namun keterbatasan materi dalam buku peserta didik membutuhkan pengembangan bahan ajar berbasis kearifan lokal. Metode pengembangan menggunakan model ADDIE (Analysis-Design-Development-Implement-Evaluate). Teknik pengumpulan data menggunakan observasi, wawancara, dokumentasi, validasi ahli media, dan angket peserta didik. Teknik analisis data menggunakan kualitatif dari hasil pengamatan observasi, wawancara guru dan peserta didik, saran dan masukan dari dosen ahli bahan ajar. Sedangkan data kuantitatif berupa angka dari pengisian angket. Hasil validasi ahli media bahan ajar diperoleh 92,5 persen dengan kriteria sangat layak digunakan dan validasi ahli materi diperoleh hasil 97,5 persen dengan kriteria sangat layak digunakan juga. Berdasarkan hasil angket penggunaan bahan ajar tentang Potret Kehidupan Nelayan di Kwanyar dapat meningkatkan minat belajar peserta didik. Kata kunci: pengembangan; bahan ajar; kearifan lokal The Teaching Materials Based on Local Wisdom of Fishermen in the Archipelago to Increase the Interest of Elementary School Students in Learning Teaching materials were an important part of supporting the learning process. Indonesia has a variety of local wisdom, for example fishing traditions, but limited material in student books requires the development of teaching materials based on local wisdom. The development method uses the ADDIE (Analysis-Design-Development-Implement-Evaluate) model. Data collection techniques use observation, interviews, documentation, media expert validation, and student questionnaires. The data analysis technique uses qualitative data from the results of observations, interviews with teachers and students, suggestions and input from lecturers who were experts in teaching materials. Meanwhile, quantitative data was in the form of numbers from filling out questionnaires. The validation results from media experts for teaching materials were obtained at 92.5 percent with the criteria being very suitable for use and the validation results from material experts obtained results at 97.5 percent with the criteria also being very suitable for use. Based on the results of the questionnaire, the use of teaching materials about Portraits of Fisherman's Life in Kwanyar can increase students' interest in learning.
