The results of the initial observation of an online survey of students from the faculty of education representing the class of 2021 showed that when they hear the word sex, they are only introduced to their surroundings and get a lot of information about sex education via the internet. Of the 45 respondents from various media that were offered, they agreed that sex education could be taught through e-modules, and many did not even realize that sexual behavior reflects our character education. Researchers want to make e-modules (text, images, videos), and sex education must be equipped with character education. There has been no research on sex education as strengthening character education or in the form of E-Modules. The purpose of sexual education is not to arouse curiosity and want to try sexual relations between adolescents but to prepare adolescents about sexuality and its consequences if it is done without complying with the rules of law, religion, and customs as well as one's mental and material readiness. This development research refers to the steps of the development model S. Thiagarajan et al., 3D models, which consist of three stages: definition, design, and development.
