This study aims to describe the response of the Muslim community to the new marriage age regulation. The existence of this new provision reaps pros and cons because the community and the government understand the age of marriage, especially Muslim people, who basically consider the age limit for marriage to be when they have reached puberty. This research was conducted in North Sulawesi with a qualitative-descriptive research type and a sociological approach. Data was collected through interviews with informants starting from the community level, religious leaders and community leaders and then analyzed in a descriptive way. The results obtained are that there is a strong religious doctrine and public ignorance of the issuance of Law no. 16 of 2019. With this rule in place, they hinder many couples who are ready to get married. Most people show an attitude of disapproval of the 19-year age limit for marriage. For society, the law does not look good, especially for those who are not yet 19 years old. The community’s understanding is that both partners have reached puberty, as explained in Islamic teachings. Even so, for religious figures to show the opposite attitude, the 19-year marriage penalty rule is very necessary because it involves emotional and economic stability in living a household life. Actually, the implementation of Law No. 16 of 2019 could be more effective if Perma No. 15 of 2019 was also socialized because they related it to the purpose and reasons for the intended marriage age limit. There is a lack of public understanding of the 19-year age limit for marriage because Law No. 16 of 2019, which is socialized, is only a prohibition which prohibits it. Perma No. 15 of 2019 is the answer to the regulatory age limit for marriage at 19 years, which is always questioned in society.

The Marriage Law has undergone changes as Law No. 16 of 2019 concerning Amendments to Law no. 1 of 1974 concerning Marriage, where previously the minimum age limit for being permitted to enter into marriage was 19 (nineteen) years for men and 16 (sixteen) years for women, now it is 19 (nineteen) years for both men and women . Based on this description, the purpose of this research is to explore the implementation of the granting of a marriage dispensation by the Madiun City Religious Court in reducing underage marriages, after the amendment to the marriage law. This study explores aspects of the implementation of the marriage dispensation as well as the constraints that exist in its application. This research method uses empirical juridical, with a qualitative approach. The results of the research show that the procedure for granting dispensation for marriage at the Madiun City Religious Court is that not everything can be done. There were several applications for dispensation that were actually rejected. The refusal is certainly an attempt to reduce child marriage underage. For example, there are reasons for children who are forced to marry or children who still want to continue their education. The obstacle that occurs in this implementation is that there are parents who are forced to continue their child's marriage. Legal protection for children with this has not been realized properly, given the interests of children who must be sacrificed.

Background: Early marriage in adolescents is widely found and it results in a poor risk to the newborn infants they delivered. Yet, scoping review research concerning the health impacts on the children born was not commonly found. Most of the scoping review research merely discussed the impact of adolescents. Purpose: To determine the impacts of early marriage on children's health. Method: The literature study employed scoping review approach by adapting the PRISMA-ScR checklist and using the PEOS framework mentioning "early marriage and readiness to be a parent" "early marriage" "risk factor for early marriage on adolescent reproductive readiness" "reproductive health in children who marry early" "toddler development in early marriage". Five databases were used in this study: Willey, Science Direct, Pubmed, Proquest, and Google Scholar. The data selection was conducted using a flowchart prism and critical appraisal tool of Joanna Briggs Institute (JBI). Result: Based on the search of 486 articles, there were ten articles relevant to the purpose of this study and hence included in scoping review. Three themes were then selected based on the mapping results considering role and health of young mothers, toddlers' condition, environment and economy. Conclusion: Children born to adolescent mothers tend to have poor nutrition and development, such as developmental delay, anemia, and stunting. This is due to both mothers' developing psychology and body, so they are most likely not ready to look after the children and family.
