This study aims to understand the application of Islamic business ethics in employee layoffs during the Covid-19 pandemic. This research method uses qualitative research methods. The data source is from the agenda of direct and indirect interviews with speakers selected by 10 participants: five entrepreneurs and five victims of layoffs. The finding shows that some business actors in Sukoharjo still need to understand the importance of instilling Islamic business ethics. This situation is proved by the discovery of ethical violations in doing business carried out by entrepreneurs, namely attaching importance to their business in the form of suddenly dismissing their employees, not giving severance pay to employees, being late in providing salaries, not being able to develop the business properly, and not instilling honesty. The violations committed by layoff victims are providing poor service, lack of expertise, and being undisciplined. This research should help future studies apply Islamic business ethics to layoffs. Islamic business principles protect entrepreneurs and layoff victims, allowing them to continue business during the pandemic and grow.

To mitigate the Covid-19 disaster, the Madiun City government of East Java Province, Indonesia created local wisdom-based social solidarity programs called Kampung Tangguh (The Fierce Kampong), Pendekar Waras (The Healthy Warrior), and Pendekar Obat (The Medicine Warrior). This research employed the empirical method that combined literature review and field research (consisting of questionnaires and in-depth interviews with key informants). Results showed that the regulation on the Covid-19 mitigation was based on the central government’s policies. It was manifested in the form of the Decree of the Mayor of Madiun No. 56 of 2020 on the Amendment of the Decree of the Mayor of Madiun No. 39 of 2020 on the Application of the Discipline and Law Enforcement on Health Protocols to Prevent and Control the Coronavirus Disease 2019. These three programs was based on the mutual responsibility or social solidarity and theyinvolved all community elements from the neighbourhood, district, regional apparatus organization, to the mayor. It involved the integrated, coordinated, and organized active participation of society, to create a disaster-aware society.

Brebes Regency is an area that has a high level of vulnerability to flooding. One of the areas with a high level of vulnerability is in Losari District. The flood disaster in Losari District occurred due to the overflow of the Cisanggarung River. The aims of the research: (1) to analyze the community’s vulnerability to floods on social, economic, physical and environmental aspects in Losari District; (2) assessing the vulnerability of the people of Losari District to floods; (3) analyzing the resilience of the Losari sub-district community to floods. This research is a quantitative esearch with a survey method. The study population came from the heads of families in the Losari District who live along the Cisanggarung watershed. The sampling technique uses a purposive sampling method. Statistical descriptive analysis was used to analyze vulnerability in social, economic, physical and environmental aspects, as well as community resilience to floods. The results of the study show that: (1) More than half of the people of Losari District have a high category of social vulnerability; high category of economic vulnerability; high category of physical vulnerability; and low category environmental vulnerability. (2) More than half of the people of Losari District fall into the high vulnerability category. (3) The resilience of the people of Losari District to floods is included in the low category.
