“…Although more collaborative and participatory approaches have been introduced into the planning process, the role of and mechanisms used for engaging the public in planning remain in a state of 'constant flux' (Wilson, Vigar, and Tewdwr-Jones 2020). For our interest, a persistent problem is the 'difficulty of including more disadvantaged and less articulate groups' (Ertiö 2015, 303), from historical 'have-nots' (Arnstein 1969) to contemporary 'silent citizens' (Boland, Fox-Rogers, and McKay 2020).
