This article investigates policymaking for Norwegian lower secondary education, with a focus on policy problems and solutions emphasising pre-vocational education. The data consist of official policy documents such as Green and White Papers, hearings, propositions to the parliament, protocols of parliamentary debates and votes in the parliament. The conceptual framework focuses on framing in policymaking and policy problems and solutions. Results reveal that dropout, difficulties in adapting education to the pupils and a gap between the content of schooling and the demands of the world of work are framed as the main policy problems. Different policy solutions emphasising pre-vocational education are presented as legitimised responses to these problems. The three policy problems can be defined as complex issues. Despite the proposed policy solutions, these are not enacted in the curriculum in line with the discussions and votes in parliament. This could be attributed to conflicting values and purposes of Norwegian education. These differences raise the question of whether the problems faced by Norwegian comprehensive schooling are taken for granted, as the proposed solutions appear to be insufficient in dealing with the defined problems.

The study aims to analyze the leading researchers of vocational education and training from dimensions of individuals, institutions and countries. This article utilises the scientific information measurement software—CiteSpace—to conduct a scientometric analysis of 2,024 articles on vocational education and training from the Web of Science (W.o.S.). According to the research results, some useful conclusions can be drawn as follows: (1) vocational education and training research has become interdisciplinary and subject involved are “psychology”, “sociology”, “economics” and “pedagogy”; (2) the United States, the Netherlands and Australia make the majority of contributions and there are numerous collaborations among countries; (3) Univ Amsterdam, Univ Utrecht and Univ Melbourne were the main research institutions; (4) J Vocat Educ Train, Rev Educ Res, Thesis Elev, Econ Educ Rev and J Educ Work were the top 5 highly cited journals; (5) “Engagement”, “Program”, “Self-efficacy”, “High school”, “Predictor” and “Labor market” have become major research hotspots currently.

Blended Curriculum of Vocational High School Based on Pesantren as Tool Onto Form Juvenile Character at Urban Area

This article aims to investigate the Curriculum of Vocational High School base on pesantren as the main core of education which especially at urban area and to discover character as impact of it. It is expected that the brawl between schools in the city can be reduced. The brawler is dominated by students of vocational high school, moreover it comes up since a Youtuber explained his story on YouTube media. This is reinforced by the start of the vacuum of middle school students in studying religion. This research used a qualitative approach and the type of the research is field research. Informants in this study were Kyai, Principal, Teachers and Students. Data collection used interviews, direct observation and documentation. Data validation utilized triangulation by three of data resources and triangulation by three of data collecting technique. The data analysis used was the Miles and Huberman model. The steps were data reduction, data display, conclusion drawing and verification. The research results presented that Curriculum of Pesantren-Based Vocational High School is a combination of general curriculum of Vocational High School and Pesantren Curriculum. This consists of curriculum objectives that students are able to master General Science as well as Religious Science. Second, the content / subject is in the form of vocational lessons and kitab kuning. Third, the teaching method uses bandongan, lecture, question and answer and practice methods. Fourth, the organizations that play a role are all stakeholders of schools and Islamic boarding schools. Fifth, evaluation is carried out in teacher meeting forums, teacher personal evaluations and meetings between teachers and Kyai. Sixth, the characters formed consist of religious, tolerance, discipline, National spirit and Love of homeland, tolerance, social caring and Friendly/communicative.
