Implementation in the late nineties of Transmilenio, a Bus Rapid Transit (BRT) based transportation policy in Bogotá (Colombia), marked an inflection milestone for the replication processes of such urban transportation policies. Multiple actors and actions brought the Transmilenio model to numerous cities worldwide, first replicated in other Colombian and Latin American cities later it reached Turkey, China and India and then spread all over the world. This article explores the role of think tanks steering and promoting BRT policies during complexes processes and interactions of power among multiple scales. In doing so, the article situates itself within the research arenas studying linkages between local interests, demands and needs and the global neoliberal allocation of capital and expertise via consulting, advising commerce and construction activities. I argue that BRT promotion think tanks have emerged as powerful mechanisms mobilizing specific transportation policies acting as facilitators of movements via 'policy translators', promoters and network developers among the plethora of actors and interests. Methodology utilized is based on data from policy reports, archives and in-depth interviews exploring networked interactions while tracing linkages between think tanks and policy actors and observing knowledge dissemination arenas. This research contributes to the exploration of urban transportation epistemic communities and its role in urban change under a neoliberal global context and underlines the role of emerging policies from the south that permeate global policy arenas, traditionally dominated by actors from developed economies and discusses the mediation of global north institutions in the global south urban policy mobilities landscape.

produção do espaço urbano é crescentemente pautada por interesses privados. Os grandes projetos urbanos, apesar de sua natureza pública, demandam altos investimentos e justapõe interesses locais e globais no espaço urbano. Neste artigo, será explorado o caso do Aeroporto de Guarulhos por meio de uma metodologia multidimensional desenvolvida no Brasil para a análise de grandes projetosurbanos. O objetivo é definir quais tipos de rupturas de gestão e espaciais ocorrem à medida que um GPU passa a ser explorado pelo setor privado. Os resultados dialogam com estudos anteriores e corroboram evidências de que esses projetos geram contradições socioespaciais. As conclusões apontam que as rupturas geradas pelos GPUs ocorrem de forma transescalar, da escala do sítio aeroportuário à escala da macrometrópole, e intensificam afragmentação do espaço físico e social da cidade à medida em que a atuação de agentes privados foca na eficiência e na lucratividade da atividade-fim do projeto, mas não necessariamente nas funções públicas de interesse comum.

Cities have been increasingly planned and built by private agents, rather than by the State. Scholars understand this as a process often called "market-oriented" urban planning. However, the issue of marketoriented production of infrastructure megaprojects in Brazil has not been fully addressed yet. This paper aims such an issue by proceeding with a well-established method to understand the socio-spatial impacts of Guarulhos International Airport, in the Sao Paulo metropolitan area. This method was specifically designed to study megaprojects within the Brazilian urban space regulatory framework. Throughout two broad dimensions, Spatial and Management, we investigate the occurrence of ruptures in urban dynamics and morphology that may have been caused by private management of the airport. Our findings suggest that both spatial ruptures and management ruptures occurred following the private administration of the airport complex in 2012. Our discussions focus on the hypothesis that market-oriented megaprojects aggravate the issue of splintering urbanism, especially when supermodern infrastructure built by global companies contrasts against chronically unequal urban landscape. This leads to the conclusion that the lack of Federal urbanistic regulation for the private market to design and manage infrastructure megaprojects is the main cause of these ruptures.
