Citizens’ strategic responses to affective governance in China

Previous studies on affective governance (情感治理) emphasize how the state has regulated and manipulated citizens’ emotions and psychology. This article, however, shows a different political landscape in which citizens employ emotional strategies to persuade and bargain with the government. Drawing on intensive fieldwork conducted in China from 2019 to 2020, we find that citizens deploy targeted emotional strategies to advance specific interests such as building reciprocal relations with the government, arousing political elites’ empathy, or addressing their most urgent needs. We argue that the government’s deliberate use of affective governance has, on the one hand, unexpectedly revealed and reinforced the conflict between the positive emotions that the state has attempted to exhibit and citizens’ daily experiences and, on the other hand, increased positive feelings towards the government’s efficacy in addressing citizens’ grievances. Taking rare disease patient groups as an example, this article maps and compares three main emotional strategies adopted by civil society in China, namely gratefulness, sadfishing, and dissent. By deciphering these emotional strategies, this article helps us understand the emotional synergy between state and society and sheds new light on the governance of China.

By tracing the Chinese Communist Party's (CCP) 100 years, this special issue brings to light the organisation's contradictions, setbacks, and changes in direction, together with its long-term evolution. Taking a step back from the current focus on the historical juncture of the twentieth CCP Congress, and on Xi Jinping himself, our long-term approach contextualises recent developments. Looking at the CCP's evolution over time shows how the founding structures and objectives of the CCP have had a long-lasting impact on its future developments as well as how they have been tweaked and rearranged to adapt to the new economic and social environment the party contributed to creating. Our long-term historical approach stresses impermanence beyond the apparent permanence of the party's concepts (e.g. “loyalty” and “democratic centralism”), discursive tactics (e.g. the mobilisation of emotions) and on-the-ground practices (e.g. grassroots party building), while also bringing to light the mere recycling of past practices and strategies.

Personal Networks and Grassroots Election Participation in China: Findings from the Chinese General Social Survey

Grassroots elections of rural village heads and urban community directors are an important public arena for social-political participation of Chinese citizens. Analyzing the Chinese General Social Survey (CGSS2017) data through the models of GSEM (general equation structure modeling) and fulfilling the robustness check via IV (instrumental variable) method (including IV-Probit and 2SLS-IV models), this article examines the direct and indirect effects of personal networks on voting participation after 2012 under the leadership of Xi. We find that people with greater amounts of network resources and higher frequencies of social eating with network members have a higher likelihood to participate in elections. As to mediating effects, the two measures of personal networks pave the way for people to participate in formal networks of associational engagement, which in turn increase their participation in elections; however, people with higher values in the two personal network measures tend to have lower levels of institutional trust, which in turn hinders voting participation. In comparison, the positive effects are more powerful than the negative ones, so on the whole, personal networks are acting as an important conducive force for grassroots election participation.
