Regimes of Resonance: Cosmos, Empire, and Changing Technologies of CCP Rule

Abstract: This analysis aims to place certain key elements of Chinese Communist Party (CCP) rule observed under Xi Jinping today into longer and fuller historical perspective. It highlights trademark CCP practices of ordering space, marking time, potent political messaging, and vigorous propaganda diffusion as these have evolved over many years up to the present, reconsidering these in light of early Chinese cosmological thought and later symbolic practices of empire.

“…China's propaganda apparatus vigorously promotes Xi as a caring, upright, sincere, and responsible leader. 26 In his annual televised New Year greetings, Xi consistently mentions his deep concerns about people living in difficult situations, strategically displaying his caring image and conflating CCP members' virtue of 'serving the people' with the traditional Chinese value of benevolence. Conflating the image of a benevolent ruler with the party's narrative glorifies Xi's virtue and political commitment, refashioning China's affective governance through historical roots and modern propaganda tools.…”

“…This fluidity of the CCP is also evident on the ideological front, by contrast to the sense of continuity that the CCP wants to promote about itself with the current leadership's call for members to “remain true to the [party's] original aspirations” (Xinhua, 2021). After adapting the principles of the Soviet state economy to Chinese realities, the party took advantage of market practices to “let some get wealthy first,” as was the stated goal in the early years of reform, and now aims at more redistribution and “common prosperity.” Similarly, after presenting itself as a break from the past, the CCP draws more and more on continuities with imperial repertoires (Shue, 2022). It presents itself as the political embodiment of the “excellent Chinese culture” in an effort to harness nationalism to fuel its legitimacy (Brown, 2019).…”
