“…Song et al [44] formulated an LRP with time windows (LRPTW) for an evacuation plan in a natural disaster and they used a hybrid genetic algorithm to minimize the total evacuation time. Li and Zhou [31] established a model of fuzzy rescue time LRPTW for the optimization of boat routes and the location of shelters in the search of victims of flood disasters. To solve the model, a hybrid genetic algorithm was designed and its results indicate that the model and the algorithm provide a method for victim search decision-making in flood disasters.…”
