The combination of knowledge innovation and technology innovation provides vitality for social science and technology innovation. China leaps into the front ranks of the world in the 2021 Global Innovation Index (GII). Therefore, this research takes China's theoretical-application innovation as the research object and empirically analyzes measure the innovation efficiency of knowledge innovation dominated by universities and technological innovation dominated by enterprises in China, as well as the gravity-center migration trajectory. The results show that the ranking of overall efficiency of theoretical innovation-application innovation is eastern region > central region > western region. Knowledge innovation presents a drag on overall efficiency, while technology innovation offers a contribution to overall efficiency. In the analysis of PIE (R&D personnel of industrial enterprises above a designated size) variables, the efficiency value is relatively low. The peak value of kernel density increases in the eastern, central and western regions, namely the concentration degree of theoretical innovation-application innovation efficiency in China has risen. The gravity center of each stage migrates to the eastern region, meaning the efficiency value of China’s theoretical innovation and application innovation increases more significantly in the eastern region. From the perspective of knowledge innovation and technology innovation, this paper puts forward suggestions for China and provides some references for other developing countries.

The coordinated development among government guidance, industrial innovation and scientific research systems has a profound impact on scientific and technological innovation. By constructing a triple helix evaluation index system covering 3 first-class indicators and 32 second-class indicators, this study calculates the coupling coordination degree (CCD) of the triple helix of government (G), industry (I) and university (U) in China from 2010 to 2020, analyzes its time change trend and spatial regional differences, and discusses macro influencing factors. The findings are as follows: First, the coordinated development of government guidance, industrial innovation and scientific research subsystems is low. Although the CCD of triple helix of GIU has been improved, it is still in a mild imbalance state. The CCD of triple helix of GIU in the eastern region is the highest, and that in the western region is the lowest. The CCD of triple helix of GIU in the central region grows the fastest, and that in the northeast region grows the slowest. Secondly, informationization level, opening to the outside world, urbanization level, market demand and economic development are the main influencing factors of the CCD of triple helix of GIU, but these factors have heterogeneous influences on different regions.

Scientific Research of Innovation Ability of Universities in the United States of America and China

A better understanding of the universities’ ability to innovate can assist policymakers in identifying the key strengths and weaknesses and policy changes required to improve a nation’s innovation performance. However, no nation’s innovation system is the same as another due to various factors; thus, each system is unique and must be understood in this context. Hence, this study investigated the innovation ability of universities in the United States of America (US) and China from 1996 to 2021 using the system GMM technique. The findings of the study can be grouped into three themes: (i) research and development funding, the number of researchers engaged in research and development, and the number of colleges and universities influencing the impact of the innovation ability of universities across the countries; (ii) the innovation ability of Chinese universities is converging with that of US universities; thus, the gap between the innovation ability of Chinese and US universities is being narrowed—hence, declining; (iii) the innovation ability of Chinese and US universities improves the level of labor productivity, employment opportunities, and income classification group of the countries.
