Risks associated with next generation access networks investment scenarios

Abstract: The deployment of next generation access networks (NGAs) is investigated from technical, regulatory and investment perspectives. A brief review of the possible network architectures and deployment scenarios of NGAs is provided. Risk calculations of these NGA scenarios are performed based on a fully detailed techno-economic model. Furthermore, the effectiveness of the European Commission's Recommendation on regulated access to NGAs, aiming to tackle the regulatory trade-off between encouraging investments and p… Show more

“…In the last few years, several approaches have been defined to deploy next generation access (NGA) networks. Various Fiber To The X (FTTX) solutions differ for the different fiber termination point in the optical distribution network (ODN), e.g., the local exchange in Fiber To The Cabinet (FTTC) solutions, or the boundary of living spaces in Fiber To The Home (FTTH) solutions [2].…”

“…Consequently, the goal of many telecom operators around the world is to balance short-term investments and long-term goals 6 , evaluating all the technical–economic aspects to determine what the benefits and disadvantages of both technologies and infrastructure management approaches are 7 – 9 . Developing an infrastructure from scratch and evaluating all management and maintenance aspects requires enormous capital and operational investments 10 .…”

“…See for example, Oxera (2011) andKatsianis et al (2012). 8 This is also true on the wholesale market: a conventional BU LRIC þ cost-oriented linear wholesale access price applied to NGA infrastructure with low penetration rates would lead to prohibitively high values, which are incompatible with adoption by any customer.L.…”
