ROGA – A New Method for Risk‐Based Hazard Analysis: Part 1 – Deductive Hazard Analysis and Risk‐Based Assessment by Using a Risk Graph

Abstract: This paper proposes a new method, risk-oriented hazard analysis (ROGA), for carrying out the risk-based hazard analysis of chemical plants. The aim of ROGA method is to determine the status of a plant's safety technology by determining the risk that arises as a result of a source of hazard taking effect and by evaluating all measures taken to control this risk. The contribution consists of two parts. In this first part, the deductive hazard analysis and its extension by a semi-quantitative risk assessment asso… Show more

The investigation of the sources of the hazard and the safety-relevant measures with the help of DHA, Barrier I [2]: -Defining the plant-relevant major accidents by using the general list of major accidents; -Using the plant-relevant major accidents to select the sections of the plant in which these major accidents may occur; -Dividing these sections into suitable subsystems that can be analysed in one working step; -Reviewing these subsystems and the relevant operation procedures with respect to the plant-relevant ( X ) ( X ) X X X X a) Automatic turn-off device, not classified; b) safety instrumented system, VDI/VDE 2180, sheet 2 -IEC 61508; c) transporters with moving element and driving mechanism; d) devices for limiting the impact of substance release; e) pressure resistant enclosure, fixed pressure tanks in accordance with the EU Pressure Equipment Directive ( I, II, III.IV: classification according to EU Directive); f) pipe with connection devices, e.g., flanged coupling joint and support.…”
