“…Even though there are debates about the viability of measuring social vulnerability (Birkmann 2013), the social vulnerability index (SoVI Ò ) has gained general acceptance as one of the leading tools for quantifying social vulnerability (Cutter and Morath 2013) due to its fairly robust nature and replication ability, although there is uncertainty especially among areas identified as highly vulnerable (Tate 2013). SoVI Ò has successfully been applied in many contexts and in many different places (De Oliveira Mendes 2009;Emrich and Cutter 2011;Holand et al 2011;Chen et al 2013;Guillard-Gonçalves et al 2014;Siagan et al 2014). While social vulnerability has recently gained considerable attention in academic studies, many societies still lack awareness of how social differences within their population play a role in disaster impacts.…”

“…This is in line with the views of Sion et al that the enormous challenges facing the government in the distribution of education (Sion et al, 2012). Indonesia is an archipelago country with a varied geographical conditions (Siagian et al, 2014), so the implications for the development of educational achievement is variation (Candiasa et al, 2013). The islands tend to have gaps compared to the surrounding areas near civilization thinking about the economy and ease of access.…”

“…In order to effectively reduce the adverse effects of a flood disaster, it is necessary to enhance the understanding of the social vulnerability of flood-hazard-prone areas (Cutter et al, 2003Zhang and You, 2014). Since Cutter developed a social vulnerability index to measure the social vulnerability to environmental hazards (Cutter et al, 2003), there has been growing concern and interest in this area (Bjarnadottir et al, 2011;Noriega and Ludwig, 2012;Zebardast, 2013;Siagian et al, 2014;Garbutt et al, 2015). For example, Noriega and Ludwig (2012) assessed the social vulnerability to local earthquake risk in Los Angeles County, California, United States, and they found that "knowledge of the relationship between earthquake hazard and the demographic characteristics of people in the area at risk is essential to mitigate the local impact from earthquakes".…”
