“…A Hybrid Power Plant (PLTH) that combines wind and solar power was eventually built to supply electricity in the area (Anggraeni et al, 2018). Apart from Dusun Ngentak, villages in Selo sub-district in Boyolali, Wonolelo villages in Bantul sub-district, Yogyakarta (Sagala et al, 2015), Rawasari village in Jambi (Wardhana and Ma'rifatullah, 2019), and Haurnombong village in Sumedang have succeeded in using biogas from cow manure as the source of energy for daily activities and for improving local economy in the communities (Aisah and Herdiansyah, 2020); This was also found in other villages in Sigi District Central Sulawesi Province (Kali, 2012), Lembu Village in Semarang (Ardi and Simanjuntak, 2017) and Kebumen and Pekalongan District in Central Java (Sofianto, 2017), and also Southern Lampung in Sumatera island (Sugiyono, 2015) whose economy has increased since electricity from renewable energy becomes accessible in the village. This study aims to uncover the program of energy independence in Indonesia villages by the government for several decades. as a development program phenomenon of energy use and the development of its sources in the developing villages in Indonesia. The areas selected for observation are four rural areas outside Java, namely the state of Central Sulawesi, West Kalimantan, Halmahera, and East Nusa Tenggara. Interview results show that not all villagers understand energy term and there are still rural areas that do not have access to energy sources. Using discourse analysis as a qualitative method and Amartya Sen's theory of development as a freedom, this study shows that energy development still unequal in Indonesia Villages. Development as an extension of human freedom requires a more comprehensive goal. This study recommends that development plans must focus on the main rights of citizens to survive and have reason to live. Villagers have the right to obtain facilities and resources equal to those of urban residents, especially in energy access equity, and to live in prosperity.

Social capital can be one of the factors or forces that support the empowerment process in the community. This article aims to describe the role and elements of forming social capital in the management of BUMG in Trieng Gadeng Village, Darul Aman District, East Aceh. The qualitative method used and data obtained from observations, interviews, and literature studies. The results of this study indicate that the types of social capital in the management of BUMG are bounding and linking. Geuchik as an actor, support both types of social capital. Geuchik's leadership can make the elements of social capital work effectively, such as building trust between various parties, running the BUMG program following local norms, and building social networks. So, the social capital plays a role as a driving force for the birth of cooperation between the government, BUMG managers, and the community in the success of the program set by BUMG in Trieng Gadeng Village, East Aceh. Abstrak Modal sosial dapat menjadi salah satu faktor atau kekuatan yang mendukung proses pemberdayaan di dalam masyarakat. Artikel ini bertujuan untuk mendeskripsikan tentang peran dan unsur-unsur pembentuk modal sosial dalam pengelolaan BUMG di Gampong Trieng Gadeng, Kecamatan Darul Aman, Aceh Timur. Metode yang digunakan adalah metode kualitatif, dan data diperoleh dari hasil observasi, wawancara, dan studi literatur. Hasil penelitian ini menunjukkan bahwa tipe modal sosial dalam pengelolaan BUMG adalah bounding dan linking. Kedua tipe modal sosial tersebut ditopang oleh seorang aktor yaitu pak Geuchik. Kepemimpinan Geuchik mampu membuat unsur-unsur modal sosial berjalan secara efektif seperti membangun kepercayaan antar berbagai pihak, menjalankan program BUMG sesuai dengan norma setempat dan juga membangun jaringan sosial. Dapat dinyatakan bahwa modal sosial berperan sebagai pendorong lahirnya kerjasama antara pemerintah, pengelola BUMG, dan masyarakat dalam menyukseskan program yang telah ditetapkan oleh BUMG di Gampong Trieng Gadeng, Aceh Timur.

Rural development has become major focus in Indonesia’s development plan. Especially in term of village development which aimed to build self-reliance, to increase socio-economic capacity, and to empower the community. One of the government’s missions is to develop rural areas by optimizing the economic potential of a village to increase its productivity and the diversity of existing businesses. Furthermore, to improve the availability of infrastructure and facilities, to support the rural economy institutions, to support the production effectivity and marketing strategy in order to improve the economic growth. This study aims to explore the role of BUMDES in Jongbiru Village, Kediri Regency, East Java Province, Indonesia in order to optimise the local economic potential. This study used a descriptive qualitative approach which conducted in Jongbiru Village, Gampengrejo, Kediri Regency. The data collection used in-depth interviews with key informants, documentation, and observations on the research subjects. The key informants included in this research such as the chief of village, BUMDES Manager, and business actors in Jongbiru Village. Moreover, this research used source triangulation to make sure all data collected is valid and reliable. The findings show that intervention is needed to create a BUMDES that plays more effective roles on supporting village development. Moreover, community participation (i.e.: small medium enterprises owner) is crucial to develop the welfare of local. Further, last but not least, measurable and feasible planning are needed to support a village to be resilient and autonomous.
