Education and culture are two things that cannot be avoided from one's life. Culture is a heritage that must be preserved by the next generation. Culture can fade along with the development of the era if there are no more generations to preserve it. Education is one way to maintain culture and in culture contained good character that can be taught to students. The purpose of education is the formation of students' selfpotential in religious spiritual strength, self-control, personality, intelligence, noble character, and the skills needed by themselves, society, nation and state. In order to achieve these educational goal it is necessary to conduct character education programs in schools. Efforts that can be made to shape the character of students is to do a character education program based on total quality management (TQM) in schools. Yogyakarta 9 Public High School has instilled Javanese culturebased character which is managed using the concept of total quality management (TQM).

The rise of juvenile delinquency, klitih, and good pornography circulating on social media, television broadcasts, news reports. This is because children and adolescents to adults lack character education and assistance (guidance) from the closest people and parents. The purpose of this study is to describe early childhood or those seen from the point of view of character education in Islamic education. As an anticipation of the negative impacts of gadgets, handponds, and gedged. This research is based on literature review. This type of research uses a literature review. Data is generated or obtained through literature data, books, journals, and online news exposures. Data collection techniques come from primary data, secondary data, and reference sources from books and journals that are relevant to the research theme. The data analysis technique uses content analysis of the contents of the literature research. The results of the study found that there were elements and motives for juvenile delinquency, children could not be directed and managed by their parents, it was difficult for their teachers and parents to regulate and guide them. There is content that is not useful, as well as sites that are not good. This is due to the low and weak character education and guidance of Islamic education for children. The importance of being selective and smart in social media. The implications of this research are character building and guidance in the perspective of Islamic education.

The school principal has a very important role in a school. A good school is dependent to its school principal. If the principal is able to organize the whole components in the school to achieve the goals set in the beginning. The school principal must have a vision for the future and follow the changes that occur in the globalization era.In this action research, the monitoring and evaluation method is considered as the most appropriate one in applying managerial supervision to the school principal, compared to the other methods such as Focus Group Discussion (FGD), Workshop, and Delphi. As an advantage, researchers can directly monitor and contact with the conditions and developments in the field.The School Action Research (SAR) was conducted at SDN Sidotopo Wetan I/255 Surabaya. Research was scheduled from September 2021 to October 2021. The subject of research was the Teachers in SDN Sidotopo Wetan I/255 Surabaya. The number of Respondents were as many as 13 people.From the results, the implementation of a Method of Monitoring and Evaluation can Improve the pedagogical Competence of teachers at SDN Sidotopo Wetan I/255 Surabaya within Academic Year 2021/2022. The result of pedagogical competence improvement of teachers through the Method of Monitoring and Evaluation at SDN Sidotopo Wetan I/255 Surabaya Academic Year 2021/2022 is excellent. In cycle 2, the ability of teachers increased significantly compared to the earlier phase. In cycle 1, the average ability grew from 75 % to 86 % in cycle 2 after some improvement was being conducted in the cycle. Several weaknesses in cycle 1 included specifically aspect number 4 (the improvement activities for students); so, teachers were encouraged to conduct remedial activities for students with lower scores
