Organizations have made significant investments in ICT projects, hoping to gain competitive advantages, growth and improvement of productivity. The success and failures of the project is one of the fields in Project Management with most frequently discussed. Project planning is an important part in the project management and has a stronger impact on project success. However, weakness in project strategy and planning lead to lack of business support, inefficient use of resources, poor estimates, poor scope control and increase risks. Previous studies have reported that well-defined project plans play an important role in the success of the project. In recent times, various factors contribute to project success namely; organizational, human, project management, complexity, quality, and technical. Hence, this study aimed to explore and identify critical success factors on project planning that lead to project success. A model is derived from findings of the literature review and tested within the Malaysian public sector through quantitative methodology. Thus, the finding of this study provide the organization with insight to drive their performance improvement in managing investments for project management field, especially through strengthening employees and organization competence as well as benefit the public’s sector.

As many developed country practise, the function of the infrastructure is to connect the each region of Malaysia holistically and infrastructure is an investment network projects such as transportation water and sewerage, power, communication and irrigations system. Hence, a billions allocations of government income reserved for the sake of the infrastructure development. Towards a successful infrastructure development, a joint venture approach has been promotes by 2016 in one of the government thrust in Construction Industry Transformation Plan which encourage the internationalisation among contractors. However, there is depletion in information on the actual practise of the infrastructure joint venture projects in Malaysia. Therefore, this study attempt to explore the real application of the joint venture in Malaysian infrastructure projects. Using the questionnaire survey, a set of survey question distributed to the targeted respondents. The survey contained three section which the sections are respondent details, organizations background and project capital in infrastructure joint venture project. The results recorded and analyse using SPSS software. The contractors stated that they have implemented the joint venture practice with mostly the client with the usual construction period of the infrastructure project are more than 5 years. Other than that, the study indicates that there are problems in the joint venture project in the perspective of the project capital and the railway infrastructure should be given a highlights in future study due to its high significant in term of cost and technical issues.

Safety and health issues are very sensitive matters as they deal with human life. Unfortunately, the financial aspect of safety and health issues have been neglected as everybody wants safety, but nobody wants to pay a single cent for it. Work injuries create significant economic and humanitarian consequences to our society especially to the construction of urban rail infrastructure projects, where they involve billion of Malaysian Ringgit (RM). Understanding injuries and accident costs are necessary to an organisation when set up a budget on safety and health control. The objective of this paper is to review the literature on occupational safety and health typology costs for these projects. A review of the literature identified a set of components of safety and health cost typologies involved for the construction of these projects. The safety and health cost typologies comprise the 11 possible components for prevention, evaluation and monitoring costs, five components for direct costs of an accident, 16 for indirect costs of an accident and one component for an extraordinary cost. Underestimated cost of occupational safety and health could threaten the progress and overall project cost control and that affects the successful completion of these construction projects.
