Corruption is one of the major factors which affects the development of the economic sector in Lebanon. The purpose of the present study was to investigate the ways in which the perceptions on corruption differed among managers and employees in Lebanese businesses. The study focused on the underlying assumptions made about corruption, the ways in which corruption affects business operations, and the preference for certain strategies to deal with corruption in the business sector. The study followed a quantitative approach relying on a web-based survey. The final valid sample consisted of 50 Lebanese managers and employees. The results showed a positive inclination toward the corrupt behaviour either due to social norms which tolerate corruption or as a result of high-performance expectations from superiors. In addition, findings showed large discrepancies in regard to the contribution of organizational norms to the proliferation of corruption in the business sector. In fact employees considered that managers often overlook and sometimes even encourage corrupt behaviours that allow the attainment of organizational goals. The study highlights that corruption is engrained in Lebanon and has become prevalent to high extent that business actors use corrupt practices to be able to perform their activities and maintain their competitiveness. The findings of the study stress the urgency for business practitioners to take immediate action to mitigate corrupted actions by introducing changes in the organizational culture. Stressing and encouraging ethical values to combat corruption is a priority for all business actors as well as for public policy makers. Mediation of corruption necessitates more public awareness campaigns disclosing the negative effects of corruption on the health of sound business and the economy of the country at large.

This research is a case study which aims to determine the data input process along with problems in the implementation of e-budgeting in the DKI Jakarta Government and how the suitability of these processes and flows was seen from the Brinkerhoﬀ and Crosby Policy Implementation Theory. Data collection was carried out through field observations, interviewing informants, and documentation. The collected data was then presented and analyzed qualitatively with an interactive analysis model. From the results of data analysis, it was found that the flow of budget input through the e-budgeting application system includes several stages involving government from the lowest level RT / RW to the regent / mayor, provincial DPRD, and the Ministry of Home Affairs starting from the aspiration collection stage, discussion, evaluation, and arrived at the stipulation. Problems faced in the implementation of e-budgeting include errors during budget planning and planning for regional property needs, short data input times, prices and components of goods in the e-budgeting system were not up to date, there was no component or other item that were not suitable with SKPD planning, and the existence of political intervention to support certain political activities. When viewed from Brinkerhoff and Crosby's theory of policy implementation, it was found that the e-budgeting implementation carried out in DKI Jakarta still did not fully fulfill the criteria of the policy theory. It can be seen from the various problems that occurred in the implementation of e-budgeting which contradicts this theory.

Regional head and vice regional head are selected to be a leader in Indonesian region as Indonesian Local Government Law. In their campaign, they promote their visions, missions, and work program if they were selected as regional head and vice regional head. In fact, they nominate and nominated to be a regional head candidate and vice regional head candidate in the same region and even different region for the next election before they were able to prove their integrity in their promises. Whereas, their integrity is a guarantee for democratic goals to local autonomy implementation the region got. It caused by the legal vacuum as found in this issue. The study recommends a legislation revision for Article 7 of 10th Governor, Regent, and Mayor Election Law of 2016, the pairs of regional head candidate requirement should have a specific provision that the newly elected regional head an/or vice regional head cannot be a nominee as regional head candidate and/or vice regional head candidate before their length of service is finished.
