TASER Electronic Control Devices and Cardiac Arrests: Coincidental or Causal?

Abstract: Being arrested is a highly emotional event and can result in a fatal, adrenergically supercharged physiological state. 1 The exertion of arrest-related struggle is several-fold greater than that seen with normal exercise and leads to numerous extreme metabolic and electrolytic derangements, including elevated levels of lactate, CO 2 , potassium, creatine kinase, and myoglobin.2 Only 1.6% of US law-enforcement interactions involve the use or threats of force, and annually there are ≈700 000 cases in which force… Show more

“…In particular, individual transparency rights largely occur after the fact of algorithmic development, when it is far more difficult (if not impossible) to impose accountability or corrections on a system. 152 By contrast, the GDPR's systemic accountability measures are envisioned as ongoing and continuous, 153 and should be implemented early on in an algorithm's development. This creates, in theory at least, internal, expert/third-party, and regulatory oversight over the development of an algorithm from its inception, better serving the instrumental purposes of correcting error, inaccuracy, and bias in a changing system, over time.…”

“…One young man experienced a stroke during the event, and four patients were hurt by electrical shocks to the head, chest, or back, including one with electrical burn marks and one who fell when shocked in the head and landed face first in hard dirt (6). The diagnoses of myocarditis and possible pericarditis from electrical shock (in two of these patients) seem implausible, but they bring to mind the hot debate on how often TASER causes fatal ventricular fibrillation and how to prevent this tragedy (8,16). At least the robust TASER debate has vital social merit, because the TASER also saves lives.…”

“…Unfortunately, the SM strength of even-even rareearth nuclei from 3 He-induced experiments [8][9][10][11] reaches ΣB(SM) ↑= 6 − 7μ 2 N , which is in disagreement with mutually consistent results from NRF and neutron capture experiments on Gd isotopes [12][13][14][15].…”
