This study explores why the implementation of domestic environmental policies that tackle transboundary air pollution has been undermined by comparing the cases of the Republic of Korea (Korea) and Singapore. Heavy smog recurs in Korea and Singapore every year despite various attempts to reduce air pollution through the signing of environmental cooperation agreements and the introduction of domestic measures. While existing scholarship has examined intergovernmental cooperation aimed at mitigating transboundary air pollution, this study focuses on domestic factors affecting policy implementation processes at the national level. How do domestic factors shape governmental policy actions within environmental cooperation agreements in the cases of Korea and Singapore? I employed a process-tracing method to analyze the entanglement of domestic stakeholders from the late 1990s to 2019. By drawing upon domestic politics theory, I find that domestic dynamics, intricately linked to other stakeholders, have limited the effectiveness of policies implemented to address poor air quality. This finding suggests that domestic politics play a critical role in establishing effective regional environmental cooperation in the long run.

Haze is a product of in‐situ biomass fires that becomes mobile as it moves across state boundaries in Southeast Asia. The literature on the governance of transboundary air commons has largely been fixed at the national or supranational scalar of reference. Hence, successes and failures tend to be evaluated based on policy and diplomatic (non)progress. This paper contributes to recent literature that argues that haze should be treated as a challenge and opportunity for transboundary governance and not merely transnational governance. Transboundary governance does not restrict the study of cross‐border relations to national scales of analysis but encompasses resource connections that traverse borders at all scales of governance. This paper focuses on Singapore, a state where biomass fires do not occur but where the effects of haze are acutely felt. Among ASEAN member states, Singapore has been viewed as a particularly active player in region‐wide governance on haze. However, the role of non‐state environmental stewardship initiatives in pathfinding, nudging, and signalling state, corporate and regional actors towards emergent transboundary governance arrangements have been underplayed. By focusing on the efforts of the Singapore Institute of International Affairs (SIIA), Singapore Environment Council (SEC), and People's Movement to Stop Haze (PM Haze), this paper explores how transboundary publics can fill policy gaps in transnational haze governance regimes. As a highly depoliticised city‐state, Singapore's experience serves as a microcosm for ways forward within the broader ASEAN geopolitical culture favouring depoliticised ‘engaged non‐indifference’.

This studi aims to expose framing in Social Movement from two Non-Governmental Organization (NGO) in facing haze disater in Indonesia that happens in Sumatera and Kalimantan. Method uses is qualitative descriptive by collecting data from book literatures, news and online news as secondary data. The result shows that each NGO has different thought about smog disaster. Greenpeace tends to view the haze disaster from the ecologys aspect; smog disaster as a product of deforestation that should be handle by Government. Meanwhile, Wahana Lingkungan Hidup (Walhi) tends to view haze disaster will affect to the social community. In the other hand, World Wide Fund (WWF) and Borneo Orangutan Survival tends to view haze disaster from different perspective that is non human species. Although each NGO has different position in order to view haze disaster, those NGO are connected to two activities form, that are campaign and advocacy. For example, campaign, will invite society to join in the protect paradise movement. While in advocacy, Greenpeace, Walhi and WWF urged and supported the Government of Indonesia to find the perpetrators of the forest fires that ended up in the haze disaster.
