Pick-up and delivery services are essential for businesses in urban areas. However, due to the limited space in city centers, it might be unfeasible to provide sufficient loading/unloading spots. As a result, this type of operations often interferes with traffic by occupying road space (e.g., illegal parking). In this study, a potential solution is investigated: Dynamic Delivery Parking Spots (DDPS). With this concept, based on the time-varying traffic demand, the area allowed for delivery parking changes over time in order to maximize delivery opportunities while reducing traffic disruptions. Using the hydrodynamic theory of traffic flow, we analyze the traffic discharging rate on an urban link with DDPS. In comparison to the situation without delivery parking, the results show that although DDPS occupy some space on a driving lane, it is possible to keep the delay at a local level, that is, without spreading to the network. In this paper, we provide a methodology for the DDPS design, so that the delivery requests can be satisfied while their negative impacts on traffic are reduced. A simulation study is used to validate the model and to estimate delay compared to real situations with illegal parking, showing that DDPS can reduce system's delay.

An on-street parking maneuver can often start a temporary bottleneck that leads to additional delay of following vehicles. When the maneuver occurs upstream near a signalized intersection, the scope of the impact can be magnified. In this case, the intersection might be starved for traffic because of the parking maneuver, so a portion of the intersection capacity is wasted. The authors of this paper estimate the reduction in service rate attributable to the delay from an upstream parking maneuver at different locations and provide suggestions for avoiding such a reduction. The perturbation caused by the parking maneuver is calculated from the hydrodynamic theory of traffic flow. By using dimensional analysis, the authors analyze the relationship between background conditions (i.e., traffic volume, traffic saturation condition, signal control settings) time and location of the parking maneuver, and reduction in service rate at the intersection. Combined with a previous study, this research completes an analysis of the effects of parking maneuvers at different locations near a signalized intersection (as both upstream and downstream maneuvers are included). The results show that, generally, for an undersaturated intersection, parking downstream of the intersection causes fewer negative effects on the service rate than does parking upstream. However, for an oversaturated intersection, parking downstream near the intersection might reduce the service rate significantly. These conclusions may help guide parking planning–management under different background conditions and assist the development of parking regulations (such as dynamic parking supply according to real-time traffic conditions).

Affandi St was on high economic activity area. A consequence was the presence of on-street parking at the turning facility (U-turn) caused a conflict in the form of congestion. This research was intended to determine the performance of the road segment, queue length, delay and proposed alternative solutions for improvement. The research was conducted with the field survey method. The analysis was using VISSIM microsimulation refers to Reverse Planning 06/BM/2005 and the level of performance of road performance refers to the Minister of Transport Regulation number PM 96 of 2015. The result indicated that the average vehicle speed of existing conditions VISSIM analysis was 29,26 km/hour for the North to South and 41,43 km/hour for the South to North, the average queue length was 22,23 meters, the average delay time was 13,66 seconds. Three alternative solutions were implementing prohibited on-street parking at the U-turn area. From the three solutions, the best one was a solution with a decreasing percentage was 27,84% for the queue length and 46,53% for the delay, while the speed increases were 38,54% for North to South and 20,20% for South to North.
